Deputy Police Commissioner David Morris said the police are making progress in the investigation of the Keri Harrigan murder.

Harrigan was gunned down in the Long Look area last week.

Morris is however still asking the public with information on this murder to contact the police urgently.

He said a community meeting was held in the Long Look area on Monday was well attended.

“I want to reassure the community and to update them as best we can in terms of the ongoing investigations; it is a large investigation. We are encouraging the community to come forward and provide us with as much information as they can about the tragic murder of Keri Harrigan and obviously any information provided to us will be treated with great confidentiality,” the deputy police commissioner said.

Morris, speaking on ZBVI News, said: “Yan Edwards has been charged with the attempted murder of Melbourne Francis. He has been remanded in custody after making his first appearance in court this week. We can’t say too much openly both the shooting of Melbourne Francis.”

The deputy police commissioner said the RVIPF had a number of people in custody in relation to the shooting of Melbourne Francis.

In relation to Harrigan’s murder, he said the investigation is ongoing and he cannot make any comment about anyone being interviewed or arrested but the police are making progress.

everybody talking bout harsh sentence for gun carriers. I am sooo sick of you people. Because of our local mentality, we will never win this fight. Tom, Dick and Harry would want the maximum penalty for the perpetrator hmmmm, until they find out the perpetrator belong to Aunty Mae, Uncle Harold, Cousin Smith; then you see them running coming as “character witnesses”. Look at what happen to Elf!!! Yeah, I sorry for him, but guess wa, HE KNEW BETTER!! And number two, you need a MACHINE GUN to protect yourself????? Tell me a bebe gun or a nine mil, but good God an AK?????? Come on!!!!!!!!! I love the guy, not one bad think can be said about him, but how will the message be sent?????????????? If we got Mark Vanterpool, Varlack and other high society people up on the stand talking bout they is character witnesses.

It hurts my heart to see the expressees say what is in their heart, not knowing that the only one that is so devine and mercyfull is God through Christ Jesus, the Churches or full of just and unjust, but that does’nt leaves us to judge, cause most of you would do the same or even worst, my word to you is, dont look up on man, cause damn is the man who believes in another man, believe the word of God, the Virgin Islands turns out to be this way because of the things that are to be fullfilled world wide, this is thee apacolipse, the end of man kind, dont be smarter than your self, it put you down, these same christians need prayers their selves and help from thee above, but one thing that you cant forget is that, they pray for you and your family, if you know better, then do better, show them how its done, put your self in their shose to see if kindom come dont drop on you, lack of understanding is to be blind to the fact that jesus is comming soon and if you dont repent, then there are many crowns in hell for who dont take the plank out their eyes before trying to take out someone elses dont be foolish, a wise man does whats right,…the rain drops on everybody, so therefore, no man is perfect in their own ways, but when we see and take Gods words, then we would stop being so judgemental and set an example, for that day will come when every one will be in his presence and will have to speak for their self about their self and only their self, no disrespect, seek Christ and you will find the truth, Who this cap fits let them wear it….

CHARITY BEGINS AT HOME!!! It takes a VILLAGE or COMMUNITY to RAISE a child/children not the GOVERNMENT. People have it very twisted. Government is/are NOT RESPONSIBLE or OBLIGATED for ADULTS or MINORS who r being a nuisance & commiting these GRUESOME & UNLAWFUL ACTS in the territory. You want to hold people accountable, HOLD the PARENTS & CHARGE them where the MINORS R CONCERENED. Hit them a HEFTY FINE & if they cant come up with the fine, JAIL THEM. I bet my bottom $s u will c a different approach in the community. Some parents no what their child/children r doing but they TURN A BLIND EYE OR CONDONE IT, When sumbody cut their life short be/c of their HABITS & LIFESTYLES, they want to blame GOVERNMENT! NONSENSE!!!! You CONTROL you, you’re not REMOTELY controlled. The only man that have that power is GOD not MAN.

In my days when u have any kind of desputes with anybody u get a good BEAT DOWN, FISTFIGHTS, u get couple BOX, KICK UP & some BRUISES, & mayb never talk again or years later. now, ain’t no FIGHTS no more, everything is BANG, BANG & more BANG & is either u DEAD or PARALYZED.

It is tragic to me to read about the things taking place in this territory. Last night was Wednesday. A night when a number of churches open their doors to have prayer meetings. In the vicinity where the young man was reportedly killed, there are a number of churches. There is the Hispanic Church of GOD, there is the English church of GOD, there is the Methodist Church, there is the Upper Room Victory church accompanied by a Christian radio station, there is the Full Gospel church, then there is the International Pentecostal church. All these churches can be accessed within five minutes of each other while walking. And even though they preach of deliverance, power, and victory, the condition of that area and the territory continues degrade. What is really the mandate of the churches? What effect do they have on the state of the territory? They are getting bigger buildings and prettier pews but how are they really impacting the community? Consider what is happening in the territory today with the young men and women. Think about the proximity of these actions to churches and ask yourself if these churches are really fulfilling their purpose. The majority of the professed believers go well dressed to their respective churches, pass the unsaved on the street, say nor do anything to help them along the way; then they jump, sing, read, pray, leave the church and pass the individuals in need of help as they get back into their vehicles and return home. In the mean time, the people they pass are strung out on crack, being raped, some are prostituting themselves; they are smoking marijuana and are being killed. To compound this situation is the fact that within the last 10 to 15 years, the majority of murders committed have gone unsolved. How comforting can that be?

@Tragic, It breaks my heart to think a certain way about a place of worship, but much of it raises eyebrows. Are you aware that there are people who are instrumental in churches, but choose to make their co-workers’ lives a living hell when at their jobs? They continue to have the finest attire, hang with others who are in power and deliberately aggravate others until something tragic occurs. That’s when everyone may have sympathy for the wicked.

@Tragic, Don’t blame the churches for what is happening to the community. The Jehovah witnesses are out there trying to teach ppl about Jehovah, young and old, but do they want to hear, no way. You can’t force God on to ppl, the have to want to hear the word and try to live the way that he would like for us to live. All Jesus asked was for us to LOVE our neighbors as we love ourselves.
We would never hurt any one if we kept that commandment.

@Tragic, I agree with most of what you are saying, however, we cannot blame the church goers for the lives that some people decide to live. Most of the people in the BVI were raised in church and most of them know right from wrong. If the church goers want to be hypocrites, then the Lord will deal with them accordingly, it is not for us to judge them. On Judgement day we will all have to give an account for our every deed thought and action. We must all acknowledge that there are two forces in this world: GOOD AND EVIL and we were all given the ability to choose. It is unfortunate the way our little BVI is turning out. I do hope that anyone who saw anything that can bring some justice to Keri be brave and speak out!!!! Many folks may have opinions of what he was, but he still has a family that will be suffering for a long time. We need to open our minds and STOP praising “wanna be thugs/gansters”, and help our community to move forward postively. Everybody will NOT do right, but at least let the GOOD out weigh the bad.

I hope that his family truly finds comfort in this difficult time.

I am a young person growing up in society. I am not currently residing in Tortola right now, but i grew up there and to hear of such news it is horrifying. It makes people like me scared to come home. To be honest, i feel safer in America than in Tortola. “And don’t even say to stay in America” People down there can be so small minded and idiotic. Good constructive criticism is good at times and the people higher in authority need ALOT of it. Do your job! It is way to small for criminal acts to be happening and no problem solving. Yea they say “if you ain’t in nottin, bad things wouldn’t happen” but you never know, the place has turned so corrupted right now, you don’t know what could happen. I really feel that the police officers down there are a waste of time and they need to fire everyone and get real cops who do their jobs. The government need critical thinkers…. this is a suggestion as to what i feel would atleast help in Tortola with catching criminals. They need to enforce cameras on the streets all over! especially in the bad places in Tortola. Just like how the U.S. have theirs, to me it will help with further investigations. I am sorry to hear of this loss, personally i never knew him, but i felt the need to put my suggestion in here. I hope someone reading this, high in society will acknowledge this suggestion and act accordingly. What is this small country coming to? Imagine, tourism iis very important in the B.V.I., now imagine if tourists have to stop coming because of these high crime rates? What is gonna happen then? Only then Tortola is gonna broke out worse because of the level of economy. Please, save this country ppl. You are the voices of it. Oh my, this is sad….

      @unknown,

The problem is not the police and u know that or then again what do u know, u don’t even live here. U have the answer write in ur statement concerning who the problem is. It is the governmnet. Maybe if they give the police the proper tools to work with it could be better. Do u think u are the first person to sugest cameras to Government (funny if u thought it was ur great idea). The government is already ahead of u in their thought but just taking to damm long to take their thoughts and make it reality. U can’t compare the BVI with the USA British law US law get it.

@, there are cameras in certain places in Tortola and it will be nice to have more in other places in order to solve some crimes. On the contrary, and respecting your opinion, racism is one of the most heinous and thoughtless cold elements in the country in which you reside. Cameras do not see it and the distasteful results are still taking countless lives every day in the US.

Info does not wish to walk away from the issue at hand. It must be dealt with, whether by a Government adjusting its Immigration laws or by other means.

This is a total tragedy, and my condolences goes out to his family, relatives and friends, if he had kids and a girlfriend/wife. Many can wise up and chose to get closer to God and not just talk about Him but pray for these young men and women, the safety of these streets and our home.

I urge religious people to refrain from judgmental comments, remember that only God knows where this young man’s soul will spend eternity, but all we can do is hope that it is in heaven, i don’t know who he was and the way he lived his life, but all his family, friends, myself as well as others can do is hope that when our time comes that we are ready.

Once again my condolences to his family and friends in this their time of bereavement. I pray that God will be your source of comfort and encouragement, and that He will stretch out His mighty hand and give you a healing touch in this your time of pain and suffering, may God bless you even in this time of sadness.

What I have noticed – when ppl comment and say “u live by the sword and u will die by the sword’ a lot of ppl does really get upset. BUT GUESS WHAT?? The truth hurts and let the truth be told. No one is trying to be the judge and jury of this young man.. but it IS NOT unfortunate. If a young man is walking down the streets and a stray bullet hits him and he dies, That is unfortunate, if a little girl is riding her bike and some drunk driver passes by and runs her over, that is unfortunate!! So, in this case… if a younster decides to live the gansta life and want be running the streets and he dies by the hands of the streets, yall want to tell me its unfortunate? chile plsss!!

Its ok to sympathize with the family, and its sad that they are the ones that have to deal with this and no parent shud have to loose a child.. But when we see our frens and family going down the wrong path, we need to take stand although we love them and let them know that we donot support their ill behavior and they bad conduct of living.

Parents if you have a young child living under your roof and you know that they are participating in these gang related nonsense.. let them know that you donot support it. Donot let them hide no gun in your oven and under your bed. It is high time that we as a people let these youngsters know that we will no longer tolerate this kind of behavior and QUIT supporting them. Because you love someone you going to support them in their wrong doings?? NOO! it needs to stop and it needs to stop NOWW!!! :-|

      To ‘BABYLUV’

I couldn’t have said it any better!! We hear about all these armed robberies, business burglaries, shootings etc. and some of us know EXACTLY who doing the nonsense! Now, when someone blow their heads off everybody crying! I’m not saying this man was involved in anything because I don’t know him. HOWEVER, from what I’ve heard from people who know him, he was a street dude and his fate was inevitable!

The problem as I see it is that they watch too much damn TV and don’t realise this life is REAL!!! All the gangsta music and lifestyle, smoking weed, drinking, not working, saying work is for ‘punks’ and that they’re hard and nobody can test them. This is the attitude they have! But when they watch their own friends head blown off and lying in a pool of blood LIFELESS, reality hits them, they get scared……………………but only for a while and they’re back at it again!

I’m not a violent person nor do I condone it! However, anybody stick me up with a gun or rob me, my family etc. whether it’s me or anybody else that shoots them I will feel NO remorse! Two of the three guys in the Hospital right now nursing gun shot wounds are KNOWN felons and street thugs (if you want to call it that!)! Why was anybody surprised when they were shot? How many people have they shot?

@babyluvve, Well said babyluvve, some of the parents today condone wrongdoing. The neglect their role as parents and leave the children to do what they want. If he lived a violent life, then no one should be surprised if he dies violently! I am reminded to the Bible text which says “a child left unto himself bringeth his mother to shame!”

@Rose, Babyluuve, Real Talk I concur & understand ur view & COULD NOT AGREE MORE, however, these days parents r the CHILDREN vice versa. Children have LIMITS, no GUIDANCE, no GUIDELINES, no LOVE, no LISTENING EARS, no TIME, no RESPECT & the list goes on. I’ve been around children who have 2 fend 4 themselves & that gives them time 2 b free & linger & not doing anything constructive. Wee hours of the morning u c MINORS on the streets & when u approach them & ask y r u doing this or that? Rest ASSURE u need an UPGRADED ARMOR SUIT to protect yourself be/c of the kind of GRAMMAR that comes out of their mouths, you yourself will b SHAKEN & STIRRED. We train them yes, but when they meet up with bad company they forget their training and are sadly influenenced, hence the result. I don’t know who this young man is (at least by name), I do not know the life he lived but irregardless of what transpired between himself and the shooter, the shooter did not give him life and therefore the shooter had no right to take his life. The sixth commandment says that you shall not murder. I hope and pray that those persons that were present that evening would come forward (800HOTLINE) or otherwise and let the police know what they saw.

Most everyone is playing the blame game, blaming Government especially, but when the elected officials are in their beds where are these young men? Roaming the streets from morning until the next morning, racing all over the place with these scooters. Has anyone noticed that the island is overun with scooters now? and since then crime is on the increase? hmmm. So who to blame? Some parents talk their hearts out to their children and they are not heading the warning, all they are left to do know for their young men is to lift them up to almighty God in prayer because they are hell-bent on going the wrong way. Who can stop them? only Jesus can. We must also remember that these are the signs of the times. When we go back 20 years ago were we hearing about all these robberies and murders? no. The entire earth is groaning (the BVI is no exception) and the best thing for each and everyone of us to do is to commit our ways unto the Lord and he will direct our paths, run not before him, allow him to lead us. I feel a time will come that man will not even wait until it is dark to commit such crimes but they will come up to you in broad daylight and gun you down. People of the BVI and to those of you who may be reading this around the world, prophecy is being fulfilled at a rapid rate and it is time for us to be read and stay ready. God bless you all.

The bible says don’t be fooled,God will not be mocked, for what-ever a man sews so he reaps, death is a tradgic situation for anyone to deal with, but you see murder and to that extent, its not an accident nor a coincident,we like to support or friends in their wrong doings but when retaliation comes then everybody is sad,if you can’t tell a friend what they are doing is wrong, then how much of a friend are you.The bible also says that it’s appointed unto man to die and after the death comes the judgement and unless a man is born again he can’t see the kingdom of God,so I hope and pray that he had a chance to somehow call on the Creator and giver of life.

@The laugher, when he would have gotten a chance? the young man gunned down and died instantly! A gun shot straight in the head. I don’t know him but if you have not lived for the Lord when these times come how will he get a chance to to open your mouth. I am not sure about the theif on the cross experience for us today. We have to live for the Lord. I pray for his Mom, my heart aches for her, the tears gushed down my eyes this morning as I was praying. I pray that the Lord will give her strength in this difficult time.

Sometimes we bring up our children in the fear of the Lord but they go their own way. All we have to do is pray. Lord help us!! Help us Jesus!

@long look man, (tears) so touching! I know how you must be feeling, you were probably the last person he spoke with. I hope that if you saw the murderer that you will inform the police, no matter how minor the information must be. I encourge also, if you do not know the Lord, that you would turn your young life over to him before it is too late, This world has nothing to offer but pain and suffering. Give your life to him before it is too late.

It So Sad To See What Tortola Is Coming To..As Such A Small Place,The Community Should Want To Look Out For One Another,NOT Live In Fear Of A Neighbor!! Im So Concerned That If Its Already This BAD,And No Arrests Are Being Made,Whats Going To Happen When Carnival Time Comes Around?..Serious Action Needs To Take Place And IMMEDIATELY..Tortola Is Too Small For Theses People Behind Theses Activities To Get Away,And Home Free SO OFTEN! If It Was “Gossip” The Word Would Have Been Out Long Time..But It So Senseless That Its So Dangerous An No One Wants To Say Anything…And Where Are These Guns Surfacing From,If At These Stop And Search So Many Were Confiscated??..Why Is It That Those Guarding Banks Etc Doesnt Have Amunition,But These Idle Persons Have Them,And Wrecklessly Tormenting The Community???..My Poor Heart Crying For Tortola,Its Becoming So Much Like America…This Is Not How Caribbean People Live,We Live As One,We Look Out For Another…I Hope And Pray This Comes To An End And Soon!

Seems like as good as time as any for the police to start building cases against the known criminals that masquerade as business men but are hustling illegal drugs and guns for moneys to make them rich men. Once the BVI stops embracing known criminals as prodigy sons we can stop giving reason for the young boys and girls to idolize them. If these youth weren’t idolizing the thugs and their way of life then less of them would be inclined to strive to be the next big gangsta on the block.
I know several police who say they know of drug smuggling and gun running and who is responsible. Some say, he not hurting anyone, he’s my friend. That’show most people on this island made their riches! That is inexcusable. If it’s true, it is nothing to be proud of and it is attitudes like that that are the reason this country is going down the tubes.
It seems to me this is a start ofa gang retaliation war. I for one am going to be careful of the places I go so I don’t end up in the middle of a drive-by.

R.I.P, at this time we need understand that in very organization you put yourself in, order it’s good or bad they are Laws and Regulation that these young guys are not following; if you are a drug dealer, or your stilling from drug dealer, or not paying for your drugs ,or snitching, they are going to be consequences. 50% of the murders in the BVI are because of any of this reason.
Only if you are from Long Look area you’ll understand that the community is afraid and scared, it was just days before about 6-9 gunshots was heard and last night was 3 gunshots but the police statement could not reveal information as to how many shots. They was about 15-20 guys they, but no one saw or hear anything, they are afraid to talk. People are getting kill for snitching. We all are wondering how’s next. It is sad to see the lifeless body of young men on the street of small Island, that everyone is related. We are killing each one day in and day out. When it going to STOP. What is the Government going about these problems facing BVI? And what the community can do to help?

What i will say is that in my country, this is how it started. People took it for granted and within a year or so, we had a full blown criminal enviorment. If the people is desirous of stopping this type of activity, what needs to occur is people need to start talking. Once people talk, criminals become a little fearful.
On a different note, and to our officals, remember that the consequence of sin is death.

    Yep.

People of the BVI need to go back to the Bible and begin reading the word. We have departed from the Word. Some of us say we are saved but we are destroying our neighbors through envy, strife, and some will go as far as to dabble in witchcraft to hurt each other.

Remember what you sow, therefore, you will reap. Be careful how we treat others because there is something call generational curse that may be passed on to our kids as the result of the bad deeds sown by parents.

We have become materialistic island. Every image displayed in the media – our youths and adult alike emulate. Material things do not make us happy but a peace of mind bring contentment. However, the only way we can obtain peace is through the heavenly Father.

Parents stop being your kid’s friend and put your foot down. The bible states “Spare not the rod and spoil the child”. Stop spoiling your kids and spank them when they need spanking. This does not mean that they should be spanked for sheer foolishness.

Find out who their friends are and the places they frequent. Try to talk to your kids. Validate your kids daily by telling them they are special and they can achieve whatever they can imagine. Encourage them in their dreams. Do not buy their love by giving them material things. Instead, spend quality time with them.

Let each one of us raise our voices before the Heavenly Father and pray for the Island of Tortola as well as for every young man and young woman.

@BLACK BEAUTY, The bible talks of many horrific acts and even condones killings, it has been the cause of bloodshed for centuries, therefore the bible is not the answer. The answer is for parents to play a more active function in their childrens upbringing, the educational system to be vamped up to an acceptable level, the attitudes of adults to change from this “i bahn here the world owes me a living” mentality, for members of the public to report crimes and stop this nonsense of saying they are scared to talk and for the police, customs, immigration to have a zero tolerance attitutude towards any crime, including driving offences. Then we will have a better place.

Until all of that hapens we will have young men loitering on the side of the road instad of working and criminal activities being undertaken.

RIP to the guy that got killed. If you had nothing to do with any criminal activity i am really sorry to hear of your loss, but if you were involved then you reaped what you sowed.

@,I can see that you don’t really understand the Bible. This is GOD’s world and HE is a loving God,
what you don’t see is that Satan rules this world and a lot of people is doing his will. The Bible is showing us what not to do but yet we are still doing it. I am sorry for the family and my heart goes out to them. But please ask yourself what can you do for a youth that is troubled to make his life better. This is our first killing in the territory and everytime there’s one there are so many blogs talking crap as if the BVI is the only place in the world that has killings. Please be real people, this is what is happening all over the world. We are not better than anyone else. Look at what is happening in Japan and how many lives has been lost. We lost one which is very unfortunate due to the circumstances. Please respect the parents and family of this child. They have feelings and are hurting right now. Reach out with a kind word. As old people say “When you see you neighbor house burning, quick wet yours cause you don’t know when your turn will come. All who have families think about it.

@Bible Prophecy, I understand the bible for what it really is – an excellent piece of fiction that was written many years ago by man before man was more knowledgeable, unfortunatly most of you brainwashed lunatics believe that it is the be all and end all of the world whereas if you actually stopped to think things through properly you would really undestand it for what it really is.

The magistrate can go up but not down. We need to call in help from the other caribbean countries and launch a full scale war on them who playing rude boys. I mean brutal war. That is the only way. The british might want to gave them warning and a strong worded letter in the queens english but police now need to be brutal with these people. Arrest and hold. If they cannot do anything and the Government still playing dumb then people pick up arms and defend our land.

@It is time for WAR, You can not replace jail time with a fine for these people. These are people who have made a living out of crime so have money. You have to stop playing and put them straight in jail for a minimum term.

@Commissioner come for your position quick, why? Was he solving any of the crimes? So you really think the criminals checked to see if the commissioner was here or not to do their crimes. Come quick commissioner so nothing can change n this person can go mute.

That’s what happens when we glorify in gangsterism, love and respect gone through the window. Our society needs to take a page from how Japanese nationals leave, respect and discipline even in disaster. I pray for both families in this tragic situation. May God continue to Strengthen them in their hour of need.

We are a country that knows the Lord and we have a lot more than others but we continue to turn our heads for love and lust of money and flesh. We need to go back to our knees and pray especially for your male population they are killing each other. For anyone out there who knows why these shootings and now murder are happening stop it buy not allowing your fear to keep your silence You never know the hour, minute or second it could be you. Martin, Edgar, Malcom and the future freedom fighters they spoke out for what they believed in and those that are coming will follow suit. Arise my people arise and do the right thing get these gun off the streets.

How can we get these guns off the streets, are there any ideas. Let me say here that the people who are in authority and can make a difference don’t really care. Every once in a while weapons are scanfiscated on the streets and perpitrators taken before the court. What happen next? Some notorious person coming forward and speak well on his behalf, stating that he is a good person, he had no bad intentions and he has never been covicted before. Let me say here it is he has never been caught before. What happen to a madatoy 10yrs for unlaw Possession which will be a strong message of zero tolerance and a deterence. Wake up People

@Critical Thinker, I fully agree with u. The time is a joke. hit them a 5 years if caught with a gun, 10 is you pull, 20 if you shoot it n that aint got nothing to do with other charges that follow after such brazuing acts. Not to mention 18months for each bullet. Then i bet they going think twice with these gun madness.

Oh man…Government should take one of those gangastas and make an example out of him to the others. The court is being too generous these days by giving bail options to those criminals.

        @Tricks,

Stupid comments, very stupid and low minded. Every time something happens we blame the outsiders and the killers are our very own. Friends, co-workers, busines men by day and murderers by night. Kill the ignorance, face reality and accept that we have wicked people amongst us.

We need to remember GOD and PRAY. He says if my people who are called by my name will pray, humble thyself and seek my face then will I hear from Heaven, forgive their sins and heal their land.

@, Tricks. I agree with the anonymous comment above. Why should we jump to the conclusion that outsiders are responsible? I do also agree that if people are living here from elsewhere and dont abide by the law, then yes, they should be deported – but it is a strong statement to say that these shootings are all being carried out by non-BVI’ers? Unfortunately there are people in our communities who get involved in criminal activities and there are usually consequences. What we need to do is for everyone who lives here to push the Government for much harsher sentences when people are found in possession of fire arms, and even stronger ones when guns are used to murder. This is the only deterrant.
