Member for the 5th District Elvis Harrigan

Representative for the Fifth District Elvis Harrigan told the district that over the last three years he has tried to restore personal representation by bringing an unselfish spirit of assisting the community.

Harrigan’s comments were made at a recent Fifth District meeting where he outlined some of the work done over the years and what is expected in the remaining months before elections.

“During this time I have tried my best to keep you informed on all the improvements that have been taking place in our district. Not only have I been holding meetings to update you, but I have taken the time to visit many homes and walk around to meet many residents in the district to let them know what I have been doing as your representative,” Harrigan said.

He told the meeting that when concerns were raised about the construction of a telephone antenna in a residential area, as their representative he had it removed.

He spoke of placing a playground by the watch house, fixing an area in Long Trench where water was settling, fixing an area in Long Trench coming down from Great Mountain near the late Corn Dog residence.

Harrigan also told residents that he has tried to continue uniting of all nationalities in the district as he believes that “one stranger in the district is one too many.”

He added further, “I have completed the covering of the ghut by Liston Smith’s bridge in Huntums Ghut and I plan to construct shelters in the Fahie Hill and Huntums Ghut areas for persons awaiting transportation.

The Fifth District representative also said that during his three years he has constructed pull-offs for tour buses at sightseeing areas to avoid serious accidents and he has worked to preserve the territory’s national heritage and enhance the physical beauty of the district.

Harrigan also said several new businesses have opened their doors in the Fifth District helping to boost economic activities in the district. He also said work is in progress to ensure that there is viable public transportation for the people in the district to and from college and schools.

“I have taken a keen and personal interest in the well being and safety of our seniors throughout the Virgin Islands and, in particular, in the seniors of District Five. In addition to the distribution of monthly grants where possible, I have committed myself to regular visits to the senior programmes and assisting in whatever way possible,” Harrigan said.

The Fifth District representative also said he has assisted the young people in the district. “That is why I rushed to restore the Fifth District Resource Centre in Huntums Ghut and I am still pursuing an After School Programme in this centre,” he said.

Harrigan also spoke about supporting uniformed organizations, supporting young people in churches, in sporting activities and has supported many programmes through the Rotary Club.

He said at the moment, renovation of the Community Centre in the district is ongoing, he will continue to work for the continued development of the Watch House area including the placement of a water tank to ensure the constant flow of water, completing a studio next to the watch house where local drawings and pottery are made for locals and tourists alike.

Harrigan also give residents the assurance that he has made requests for the extension of water lines in those areas that need improved water supply.

The Fifth District representative told his constituents that he receives $120, 000 a year which is utilized by his constituents. He said these people include assistance to seniors, for education, medical assistance, other financial hardship and for school equipment among others.

He said: “With such limited financial resources, I cannot attend to every area or help everyone in four years. I am aware of the many areas that need attention and of the people who need assistance. I am therefore constantly pushing for more projects and more funds for District Five but government also has limited resources and the other districts also need attention. I am therefore asking for your continued patience and prayers as we forge forward in these hard times.”

He encouraged persons to visit the District Five Learning Resource Centre and see for themselves the activities that the children and young people are involved in. “I want to invest my time and other resources in the district in education for the children, including after school activities that will keep them focused on the right things at the right time,” said Harrigan.

He urged persons in the district to bear in mind that all their needs cannot be addressed at the same time.

“I am trying my best to address every area that needs attention so that we can accomplish everything we set out to achieve. Your needs are also my needs, and your desires for District 5 are also mine. Together, we will meet every need, address every problem, and achieve our dreams in our district,” Harrigan said.
