First District Representative Andrew Fahie has accused a minister of government of cultivating a culture of disrespect in the territory and eroding the tradition of respect that the House of Assembly had.
Fahie, who spoke at length about the situation, was careful to not directly call any names, but from all indications it appears as if the complaint laid in the House on July 26 was aimed at Minister for Education and Culture, Myron Walwyn who was not present at the time.
The First District representative stated: “I don’t like to get up in the House like this. It is a long time I ain’t do it because I trying, but I cannot sit down as a big grown man with two children and have people disrespecting me the way they are doing.”
The former minister for education and culture stated that the culture of disrespect was perpetrated in various areas of in the territory, however, he said that it is now being aimed at him and people affiliated to him are being discriminated against, and his role as district representative is being usurped.
Examples of general disrespect
Fahie explained that the disrespect was allowed to go on because it was overlooked: “Every time something happens everybody saying leave that, that’s nonsense leave that. We do not fight in this country until the elephant gets on our foot that’s when we know what the weight is.”
In outlining areas of disrespect, Fahie said: “The minister had the authority to paint the Mighty, Mighty Scatliffe off of the school building. Was he wrong? No.Was there any law stopping him? No. Did the law give him the authority? Yes. But respect for officials what our forefathers brought us on would have led for conversations and probably a solution that we can paint on Althea Scatliffe school and below, probably negotiated the Mighty, Mighty Scatliffe. Madame Speaker when it happened, I watched on and some people say leave that, that’s petty but when you don’t stop one two happens.
“When you wipe off the Mighty, Mighty Scatliffe off a school you are wiping off a tradition, not just letters, and you have to respect tradition… When you went and wipe out who was to be the speaker for the Elmore Stoutt High School (graduation) you were not wiping out an individual, you were wiping out a tradition – a tradition that states that the 20-year class selects the speaker, and dare not anyone of us say we are not full of sin and its God’s grace that has turned us round,” Fahie stated.
“Madame Speaker, the very guest speaker that was very good, let us know that he too was going down a road, and he had to ask God for grace and mercy to allow him to turn around, and that he did, and is now a powerful young man in Virgin Gorda. These areas here are just some areas that I have seen respect being eroded.”
Fahie explained that people are even afraid to be seen speaking to him because of fear: “Madame Speaker when you using the power to wipe out respect, even when I go to the complex there are persons affiliated with a certain minister that once they see me they run from me like I have leprosy. ‘I can’t let them see me by you.’ I am surprised that some of our pastors I have respect for have gone to sleep because when you let some of these things go without being addressed the pattern develops and the pattern is developing.
“As if that wasn’t bad, the parliamentary under-secretary of state and minister for the overseas territories, we have the same individual disrespect. The man put the premier in a funny position when he told the public the premier had MP Bellingham eating out the palm of his hands while the protocol was going on. If all of that wasn’t bad I am now hearing that even the respect for the rights of the media is now going to be challenged.”
First District affected
Fahie said the individual encouraged Premier and Minister for Finance Dr. D. Orlando Smith to hire a consultant for the First District, and that this individual has been in charge of projects while the district representative has been ignored: “You see when you don’t deal with these things one by one what does happen? I know it is not the premier, because for the 12 years that he is here he has never touched a project, and he always wins on respect. So I know that it is not him… but he would defend his man if he has to. I have to defend my wicket because the elephant get on my foot and I ain’t waiting too long to bawl out ouch. Somebody have to belt this cat. I will remain respectful even to him, but I am not going to have anybody disrespect the people of the First District and who they send here.
“And the king pin they send down there…consultants for the First District! Man, I big enough to represent the whole thing. Tom, Dick and Harry, they telling me that they got sent by those cultivating a culture of disrespect, and telling me that I need to get with the program because if not that is the end of me. Every time I look whatever they tell me is going to happen in my district, happening. While I am still waiting on the ministers to help me and get the project out and they telling me wait, we don’t have no money, we coming, but then when I look, the consultant for the First District, with our version of Rick Ross down there, moving through my district and telling me who send him.”
Fahie further stated: “It only takes a phone call, and it ain’t as if I was at home sitting down on my laurels. I brought all the letters I wrote to each minister, not the minister for health or the premier. Every letter trying to represent my district respectfully. The very projects that they are doing I have written for them at the Communications and Works respectfully.”
Premier’s campaign promise
Fahie said he knows that the premier is not behind such actions as he can recall the premier on the campaign trail speaking out at similar events, which he referred to as illegal: “I know it is not the premier because the premier campaigned that the Ministry of Finance will not be a project-doing machine. He said it was illegal and not right and I agreed with him. So I am appalled to see that under the NDP administration the Ministry of Finance turned into a project-doing machine.”

“What do you need a consultant in the First District for? I am going to represent my people whether they want to see me or not. How much of this can we do? This is not a good sign, and this is nothing good for our forefathers who fought for respect in this Hon. House. When we were in government ….we maintained that for any work, any project, any program going through the district, liaise with the district representative, whether they were on the VIP side or not,” Fahie announced.
He told the House: “We can’t have someone who is not elected, being paid by the Ministry of Finance, organizing projects and things in the district and the district representative is there with his papers giving out waiting to hear back because Communications and Work is the correct channel. I wouldn’t have even think about going to finance. Now that the work has exhausted, you have people calling me. I can’t sleep in peace, they want work and the consultant told them to check the representative. Well what am I am going to give them? I am not hurt because I am not giving out the work. I am hurt because I never disrespected anyone in this Hon. House.
“What is amazing is that the consultants telling me if I open my month what will happen to me. Well I don’t know if he know that Iris boy half crazy when them start threaten he. Then on the back of it the very minister telling that if I don’t be careful what he going to do; premier belt that cat. The people of the First District send me, I have been quiet. I have been resting, I have been watching a culture of disrespect developing and it look like either we’re afraid to tackle it or we decide to say ‘alright let’s leave it and see if it gets better’. It is not getting better. It happen around the territory with all kinds of thing, and everybody saying leave it, leave it, but now the birdie reach down by my district.”
The former minister for education said that: “The same consultant told me if I want to get things done that I must find myself up by a restaurant in the morning time to the board meeting! I, in town, in the morning, at a restaurant to do what? I respect whoever want to do it and I won’t call the business name. I will be respectful even in my lil anger. I will be respectful, but nobody is going to send me to do anything that I know I am not supposed to do as the district representative. Every project I had in the Ministry of Communication and Work the consultant had a copy of it, but I know the minister didn’t give it but I know how they got it.”
Fahie went on to say that he does not believe that because someone is not part of a political party they should be disrespected. “This same minister didn’t trust anybody to go to London and didn’t trust anybody to open the festival village, with nine people…. I went to the minister and every topic I named, ‘it has been noted, and I will get back to you’. When I check no money.”
Fahie told Premier Smith to not let “Israelites without any guile send him in directions he is not supposed to go, and to put his feet down because what is happening is that anybody affiliated to the First District representative is not getting work in the district and are getting victimized in some very diplomatic ways”.
“I am not sitting here and let no minister disrespect my people, coming after them, and then come after me too, and on the back of it, hiring consultants to go down in the First District. What we paying me for? And the Ministry of Finance, finance it. When I call the minister for communications and works he say boy that one catch me off guard too. Well if it catch he and he in the government what it leave for me? He tell me he speechless, well what you leave for me?” Fahie said.
He added: “…. When you go on like I invisible, I mean I trying to lose a lil weight but I didn’t know I had get so small, that you can’t see me at all, that you can’t see me to find me to tell me.”

I do believe that Hon. Walwyn can be a little pompous at times (and i say that without regret), but Fahie, even if some of those things that were started were YOUR ideas, the point remains that YOU DIDNT DO THEM and that he is the one doing them now for the betterment of this country.

You look like you really have a problem with Minister Walwyn. The people have spoken, the 1st District may want you but the people of the BVI have said since November that the company you keep was and STILL is no good for our country.
If you have personal issues with Minister Walwyn – be a man and call him up and have a conversation about the matter. Be a man about it. Even on the basketball court we does don’t talk about a man if he ain’t there.

The NDP put a man who knows what he is doing at the helm of the committee and put festival back under culture instead of having a minister who thinks he knows everything about everything. As hard as some of you all might take to say it I know you realise it – NDP don’t micro-manage – even the people that hate Myron in his Ministry can tell you that. And that’s a fact!!!!!
Minister Walwyn is away representing our country by the sound of you all you would think he was just out galavanting on the tax payers money but I realise that only now people see what it means to work! Keep it up Myron – we with you.

- Consultancy ongoing for revamping technical school
- Introducing CXCs for High School and upgrading the secondary school system
- National Dress and Cultural Song process ran smoothly and chosen within a few months
- Plans in place to address condition of BVIHS campus
These and so much other things behind the scenes and he’s only been there 9months. That my friends is why Andrew is fuming at the mouth. When he was in power nobody could ask him anything. You were voted out as a Government, play your role. Myron is At-large meaning he has a right to represent ALL 9 districts!!!!!

You talking piss. Didn’t you see the library when myron did his tour of the high school? Didn’t you see that the whole process of the territorial song and dress was started when myron took office? Don’t be this foolish. The high school library was a store room with cob webs and nothing was in place for territorial song and dress. Fahie was much more concerned with construction work than with education.
