Fraser cries CONFLICT OF INTEREST… opposes Cline's appointment

Bishop John Cline’s defense of a Filipino couple in the wake of the accidental cremation of their child in 2011 came under fire on Tuesday as legislators debated his appointment as chairman of the BVI Health Services Authority.

The issue was raised by Third District Representative Julian Fraser, who rehashed the matter involving the child. He told the House that the parents had been told that the child had died and when they asked was not given a body nor the ashes from the alleged cremation.

Fraser said: “It is a blunder of huge proportions, but why I am saying that, there is conflict of interest here, the candidate advocated on behalf of the parents which I thought were locals. The conflict comes in now Madam Speaker, if you advocate on behalf of the parents and you are now going to be the chairman of this institution that if considered liable for whatever took place at the hospital, how do you reconcile this Madam Speaker? Are you now dropping your advocacy for the parents of the child that went missing in favour of the hospital or are you going to decline this nomination?”

The Third District representative went on to say he feels that in matters like these the persons up for appointment should be in the House so that they can be questioned during the Committee stage of the proceedings by Members of the House.

Fraser said: “You have to make up your mind what you are going to do because you may be called for something else…There goes my problem Madame Speaker because I don’t understand what is going on here and I rest my case.”

However, in response to the points made by Fraser, Minister of Health Ronnie Skelton said the representative should have just said that he was not going to support the appointment as opposed to making his comments.

“Each of us have a conflict of something, so to now use conflict on the nominee who was just doing his pastoral duty, is a little too much,” Skelton said.

Cline’s appointment as chairman of the BVI Health Services Authority Board is effective from January 1, 2012 to December 2013.

In October 2011 it was reported that a baby was missing from the morgue at Peebles hospital. This report was initially denied by the hospital management on October 10.

It is alleged that the child was born early September but succumbed a few hours after birth and was kept in the morgue awaiting an autopsy.

Reports indicated that the body was incinerated some time ago without the consent or knowledge of the parents.

A subsequent statement from the hospital’s Public Relations Manager Tamara Archibald-Gill confirmed that an investigation was being undertaken, but denied that a body had disappeared and no mention of what was being investigated was revealed.

However, in late October, the BVIHSA issued a statement in which it apologised for what it called the “tragic mishandling of the body of a baby stowed in our morgue”. In that statement the Board said that they are committed to assisting the family in any way they can with their loss.

Also in that statement, the Board said that they are investigating the matter in conjunction with the Royal Virgin Islands Police Force, and revealed that the body was accidentally removed from the morgue and cremated due to a procedural error.

“Having identified this unprecedented error, measures have been immediately implemented to ensure that there is never a repeat of a similar incident,” the statement said.

Bishop Cline was very vocal on the matter and had spoken on behalf of the parents of the deceased child. His church, the  New Life Baptist Church, had also hosted a vigil and memorial service on October 19 for the child.

    Frazer is not jealous, angry or anything that you are stating. the man is a politician and does what he knows best – politicize. so let the man be entitled to his opinion and look for the betterment of the country. When he was in government, he worked, campaigned and looked out for the people of his district. Now he is on the opposition, and if there is no opposition then there is no government.
    on the other hand cline needs to reconcile with God, he is too much of what he thinks he was, is and will become – power hungry.

    Frazier has a right to his view crooked or straight. The fact of the matter is Cline has shown that he is not opposed to foreign investment but not at the expense of local investors. Not sure if i can say the same for Frazier with the Biwater mess. His feelings are obvious here, he is old school with old mindset, missing the big picture. I am more convinced Cline has the best interest of medical services and the country at heart. Frazier them only care wha they could get for them as they are the only one who got all the opportunities,”opportunity for all”I meanth.

    So if they were locals it would be different are we not understanding that a CHILD died and the parents didnt get give their child a proper burial and was lied to about it. Its just horrible put yourself in that couple place. What is this world coming too everybody should be outraged about this because it could be you.

    But wait, Fraser wasn’t Minister of C&W, responsible for Government purchasing water, and got Aqua Design plant built on his property? Fraser you’re my boy but you are not one to argue about conflict, please sit down.

    of course its a conflict because when vip was in power, cline backed the parents who lost the child…now ndp in, he’s backing the health board….if its not a conflict then its crookery

    why dont we look at the situation in a more mature way as a politician, why dont we set aside our own personal intention and look for the interest of the majority… pleasee stop using the child issue.., the things happen before he was appointed as a Chairman. :(

    Fraser was a Representative and a Minister with the portfolio of Communication and Works. His wife was Accountant General of the Government at the same time. If we had a BVI Dictionary and you looked up the word conflict, you would see a picture of Fraser and his wife posing next to the Government Complex.

    I really want to know if he think people stupid. No matter who is Chairman of the HSA they will need to deal with the family that lost their baby. The Hospital already accepted responsibility and a settlement is to be agreed later down. What ONG FONG is this crazy man from ‘see cah beh’ talking about?

    I agree with Fraser, one has to look at what he saying and stop bashing him because he is disliked. fraser has a point but not let our hatred of him cloud our judgment nand look at the facts with balanced views

      Do you honestly believe that Mr. Frasier would have supported this appointment? Look, I am not surprised by his opposition in the least. In my view, this conflict of interest raised by Mr. Frasier is simply a smoke screen to have a legitimate excuse to oppose Pastor Cline’s appointment.

      Let’s not forget Pastor Cline’s very vocal stance on the Bi-Water matter vs. Frasier’s. I am not naive to think that the past has been buried on perhaps either of these gentlemen part. I am certain somewhere in Mr. Frasier’s mind the past played a role in his opposition to this appointment which he has conveniently dressed up as some conflict of interest.

      Mr. Frasier strikes me as a mischievous mouse that gets into your ham and cheese sandwich while you turn for a second to answer the phone only to leave a lingering image in your mind of his gray whiskers nibbling away at that sandwich you painstakingly had just prepared. In other words, I do not believe he has the political maturity to support someone who opposed him on a very contentious issue.

        That is a nice one Ray. His objection to the appointment has nothing to do with a child missing. Maybe if we had things under control, the child would not go missing. I support Government but who in their right mind can support the Hospital for what happened with that child?

      Fraser is concerned about no one but himself. He should have known what conflict was when he used government funds to reface the well across from the Sea Cow’s Bay Community Centre that belongs to his family. He is a confussion maker and a deflector nothing else.

    Fraser’s explanation has no basis. Remember the precedence for the case was set before he was appointed chairman and the lawyers are dealing with it.

    With all due respect to Mr. Fraser, I am not certain that he is the most credible member of the House to have raised conflict of interest concerns relative to Pastor Clines’ appointment. Sort of like the pot calling the kettle black.

    Now, I don’t know Pastor Cline, never met the man, and never sat in his pew, but based on what I know of him from media reports, I don’t see the conflict.

    If there is any argument I have with this appointments it is this: The boards’ leadership should have someone with a solid medical background. I think as someone in the know, I simply do not see a person who does not have that background being as effective as one who has.

    But we shall see what happens over the next two years of Pastor Cline’s appointment. He may just prove me wrong. On behalf of the country, I certainly wish him well.
