The House of Assembly approved a three-member committee yesterday to review the Protocols for Effective Financial Management and determine the implications for the borrowing privileges of the territory.

This committee is to be headed by Health Minister Ronnie Skelton and includes Deputy Premier and Minister for Natural Resources Dr. Kedrick Pickering and opposition member and Second  District representative Alvin Christopher.

Before the House approved the committee, the mover of the motion Premier Dr Orlando Smith requested that Third District Representative Julian Fraser be removed from the committee and replaced by Christopher. No reason was given for the change.

It was Fraser, on July 3, who moved a motion in the House for this committee to be set up. Fraser said in the motion that the statement of agreed borrowing guidelines signed in 2005 were as a result of negotiations between the UK government and the BVI, and has served the territory under two administrations since coming into force.

He said a draft document to replace the Statement of Agreed Borrowing Guidelines was forwarded to the previous administration and never negotiated, but emerged under the current administration as the Protocols for Effective Financial Management.

Fraser, in the motion, said the committee will determine the implications for the borrowing privileges of the territory and report back to the House.

The motion by the premier said the committee will report to the House on or before January 24, 2013.
