Tuesday, August 17, 2010 – Today the Telecommunications Regulatory Commission (TRC) has announced the implementation of the Severe Weather Emergency Communications Procedures. These procedures were developed jointly by the TRC and the telecommunications providers. The TRC is further developing a full Emergency Management Framework which will replace these procedures at a later date.
Telecommunications services have become an indispensible part of our life and of our economy and the TRC considers it important to ensure that these services are highly available. During the hurricane season severe weather often threatens the normal operation of these services by increasing the risk that connection to external networks may be lost or essential equipment may be damaged.
The Severe Weather Emergency Communications Procedures provides the framework for reporting of measures taken to prepare for storms and other severe weather conditions as well as providing information on network outages due to severe weather that affect large numbers of customers. With this information in hand, the TRC would be in a better position to coordinate network restoration and respond to queries from consumers concerning network outages. The procedures will assist in ensuring that telecommunications providers are better prepared for the event of severe weather conditions.
Mr. Tomas Lamanauskas, CEO of the TRC, commented: “I am delighted to see the cooperative spirit among the service providers during the creation of these procedures. This joint effort shows that the industry clearly recognises threats from nature that our Territory is facing and the importance of telecommunications in the aftermath of disasters.” He also added: “the procedures adopted are just a step in the process of strengthening the telecommunications infrastructure in the Territory. We will continue working with the industry to ensure that the comprehensive framework is developed and implemented and to ensure resiliency of our telecommunications networks in case of disasters and the rapid restoration of such networks and services.”
