Irene Penn-O'Neal

Territorial at Large representative Irene Penn-O’Neal said those responsible should move with haste to get a Standing Select Committee appointed so that the Registrar of Interests could have the office functioning properly.

Penn-Oneal’s comments come in light of statements made by the Registrar of Interests, Victoreen Romney-Varlack, when she appeared before the Standing Finance Committee.

Ms Romney Varlack told the FSC that the purpose of the SSC is to work with her to format the Registrar of Interests and to deal with any other matters that might arise under the act where the SSC was required to advise the Registrar of Interests.

The Minister of Health – Dancia Penn told the Committee that the situation of the SSC is unfortunate and the Registrar of Interests had written to her about the situation on more than one occasion.

Penn said the delay in the report of the SSC to her knowledge, was for the new Standing Orders of the House to be made or amended to provide for the creation of the new SSC for the Registrar of Interests and under the current Standing Orders, there were provisions for several different SSC but there was none for the Registrar of Interests since it came into existence after the current Standing Orders were made.

She said as chairperson of the Standing Orders Committee, she had tried to convene meetings of the committee as part of their remit was to amend the existing Standing Orders to provide for the SSC for the Registrar of Interests to be appointed. She said the committee had met several times but sometimes they were unable to meet because there was not a quorum.

The Minister told the Standing Finance Committee that because the committee had not been able to meet with the frequency that it ought to have met, they were unable to conclude the work.

She said the Standing Orders Committee comprises the Deputy Speaker, the Member for the Second District, the Member for the Seventh District, the Leader of the Opposition and the Clerk of the House of Assembly.

I think these people who put in their 25-30plus years in Government should step down and make way for the younger folks
