There are several major challenges facing the Town and Country Department which is preventing it from carrying out its work more effectively.

In its 2011 report, the department said the limited staff it has continues to pose a major challenge to the department.

The department said the territory’s development is on the rise and having two inspectors to cover the four islands and cays is not enough. It said there is a challenge of continued unauthorized development within the territory.

The department said that the salary associated with technical posts continues to make it difficult to attract and retain qualified staff, and a promised review of technical posts service wide has not come to fruition and is still very much needed.

The report also said that another major challenge of the department is that there are very few local planners and there continues to be a need to recruit personnel to fill key positions. It said an aggressive plan must be pursued with the aim of training locals and ensuring knowledge transfers.

The report said there is a general need for policies in the Town and Country Planning Department to guide the physical development of the territory. It said a National Physical Development Plan for the territory would provide the guidance necessary to respond to development applications appropriately.

However, it said the plan has remained in draft since 1995 and further work will require additional resources, which have not yet been forthcoming. In the interim, the report said the department continues to work on local area plans as the need arises but this approach limits the department effectiveness.

      And not enough will eventually spoil the natural beauty of the BVI as people build whatever they like, however they like causing unnecessary erosion, and pollution from inadequately designed septic systems.
