Gov’t to review work permit fee issue amid outrage

Minister of Labour Dr Kedrick Pickering has promised to review aspects of the new work permit structure, which includes a new fee as well as fee hikes that are scheduled to take effect on May 15.

Dr Pickering told the House of Assembly minutes to 9pm on Thursday (April 20) that a number of business operators have sent him written concerns mainly about implementation of the fees.

They have complained that the implementation is being done in the middle of their financial year, said the labour minister.

He noted that he is yet to fully discuss the matter with other members of Cabinet.

But Dr Pickering has reassured the business community that its concerns will be taken into consideration.

“I have already had a number of letters with respect to the work permit fees that we have recommended to increase – a number of calls and a number of letters written by major companies in the country advising us about the implementation of the fees. What they have said, and I want to assure them – because I am sure that my colleagues will understand this and we will all look at it again – that we are implementing the fees mid-financial year for most of the businesses, and in some cases it is going to be a tremendous burden on the businesses. I think that it is something that we need to look at and make some decisions about,” Dr Pickering further explained.

“But, [I want] to reassure the businesses in the country that we have noted your concern and it is something that we are going to review and take into consideration.”

Dr Pickering, in announcing the new fee structure on Tuesday, said Government held consultations with various stakeholders prior to making the changes.

“Under the new fee structure, special consideration has been made for domestic workers. They will pay 1 percent of their annual salary. For other workers, the fee for earnings up to $25,000 per annum will be charged at 3 percent,” Dr Pickering announced on Tuesday.

He continued: “The fee for earnings from $25,001 to $50,000 [per annum] will be calculated at 5 percent.”

“And the fee for earnings above $50,001 [per annum] will be calculated at 7 percent. Earnings in excess of $150,000 will also be charged at 7 percent,” added Dr Pickering.

He further explained that there is a limit to the amount of work permit fee any one person will be required to pay. “There will be a fee cap at $10,000 which means that no work permit will cost in excess of 10,000.”

The labour minister, on Tuesday, also announced that persons will be required to pay a brand new fee when submitting a work permit application. “The new fee structure also introduces a $50 application fee, in addition to the $75 fee that is currently charged for the issuance of the work permit card,” he said.

        Like where you going have money? The reality is that these fees are the only benefit that the country will get from most paid worker permit workers.

        No wonder many other countries in the region are suffering – Govt spending much but getting back little. Pay the fees man – it will benefit the country.

      I was pretty disappointed with the news when it broke yesterday – just really bad timing with BOSS, NHI and everything else.

      But I always give people credit when they realise they have made a mistake and so they are willing to look at the problem again.

      Some people will never admit they are wrong and press on regardless – takes guts to admit you need to try something else.

      Why in the world if your homeland is better than the BVI would you leave family and friends, higher standard of living and quality of life to come to the the desolate BVI to be abused?

      My advice would be to take the first available flight out and bid good riddance to the VI? Do your homeland roll out the welcome mat to immigrants?

      Its amazing how angry you people are at the people of the country you live in. Compared to the strict rules we have to face in some of your countries to work or sometimes we are not even permitted to you – the BVI is farrrrr better than some of your countries.

      BVI people are not against outsiders. We have embraced them for years and those who came from many years back have contributed a lot and have respected the country.

      The recent set come into the place from the get go as if you do them something – vex for nothing – hating for nothing – cursing for nothing. Take a look in the mirror bossy – all that you are saying reflects who you truly are and not BVI people.

      You all sit in your corners and talk all this rubbish which is far from the truth – the blind leading the blind.

    The NDP government and MNL had 6 years to develop and vet this legislation with key stakeholders yet before the ink is dried on the proposal it is backing up like a lobster. What happened? Was it strategic pretending or incompetence?

    It has been 36 years since work permit fees have been adjusted so adjustments are long over due.

    Government did not have to reinvent the wheel, for there are other locales it could have strategically and tactically benchmarked. Bermuda, Cayman Islands and other OTs have engineered adjustments. BVI, make it happen!

    Well that’s one way to clear the place out! We have two employees who just had their work permits more than DOUBLE.

    One has already said they are leaving by next February when his current work permit expires because he has no intention of paying the increase and we can’t afford to pay it either.

    The jury is still out on the second fellow.

    Thanks ever so much NDP! It took us THREE AND A HALF YEARS to fill this critical position.

    Happy to hear that they are willing to reconsider the impact especially to small and med businesses.

    They are not really hurting the big earners so let there be a fair manageable increase. Expats want the BVI to grow and succeed but it comes down to what you can afford to pay.

    The cost of permits under the new scheme is yearly profit for some and for those not even making a profit it can close their doors. That is the reality!

    Many businesses are just making enough to pay their employees and profits are small.

    It will not happen , but what should happen is less money in the pockets of officials, less spending on stupid big projects to satisfy ego’s and pockets & more $’s to infrastructure and more transparency.

    Am I wrong in thinking it is the responsibility of the employer to pay for work permits.

    After all its they that want or need the expats to fill posts? I dont see why the employee should have to pay it.

    Listen People, The BVI isn’t getting any better. The Government and NDP Politicians of the NDP are not concerned about the Hardship of cost of living including Rent.

    Year by year is another higher charge. Work Permit to be higher again. They already secretly discussed and made from $4.00 per hour to $6.00 per hour then to raise work permit.

    Tell me, How can anyone survive? Not only speaking on Expats, but I am a tolian and its not right. Everything is going sky highhh. How can someone save a dollar?
