19 qualify as BVI Care Certificate professionals

Nineteen professionals have graduated from the first BVI Care Certificate programme, marking a milestone in the government’s effort to improve care standards across the territory.

The group of 14 women and five men came from diverse care settings, including the BVI Health Services Authority, Adina Donovan Home for the Elderly, Rainbow Children’s Home, Virgin Gorda Home for the Elderly, and the Social Development Department’s Home Care Programme.

Health Minister Vincent Wheatley congratulated the graduates at the ceremony, saying their achievements would help transform health services in the territory.

Chief Nursing Officer and Programme Coordinator Jascinth Hannibal told graduates, “Today, we do not simply celebrate achievement. We celebrate the birth of a new era in caregiving. You, our graduates, are pioneers in a programme created to instil excellence and affirm the dignity of service. Care is not just a task. It is a calling and your journey has only just begun.”

The programme included a 16-week course which began on January 20. Participants attended weekly sessions, either face-to-face or online, lasting two to three hours, followed by self-learning, demonstrations, and reflection. They were assessed through direct observations, role play, and exercises to ensure they met the standards.

The graduates’ experience ranges from under five years to over 30 years in the field. “The exchange of experiences within this group was nothing short of inspiring. I’ve learned as much from you as you have from the programme,” Hannibal said.

She reminded graduates of their ongoing responsibility to uphold high standards, adding, “Graduation does not mean you drop the ball. It means you are now held to a higher standard. You may even be called upon to guide and mentor others, or to serve as future assessors.”

The Care Certificate defines the knowledge, skills, and behaviours expected of healthcare professionals. It was adapted from UK models by the UK Health Security Agency’s UK Overseas Territories Public Health Strengthening Programme for use in the BVI.

The ministry said it expects the Care Certificate to become the baseline requirement for non-regulated persons entering health and care services across the territory. Graduates will receive an official badge and certificate from the Ministry of Health.

The Ministry praised the dedication of all involved and said it looked forward to building a skilled, compassionate, and certified care workforce in the Virgin Islands.
