BVIHSA launches UK-supported Care Certificate Programme
The BVI Health Services Authority (BVIHSA), in partnership with the Ministry of Health and Social Development and the UK Health Security Agency (UKHSA), has launched the UK-supported Care Certificate Programme in the Virgin Islands.
This milestone makes the BVI the second UK Overseas Territory to adopt the initiative after Montserrat.
The programme was officially unveiled on January 21 at Government House. Its first cohort will begin training on January 27. Spanning 16 weeks, the training blends online and in-person sessions, including practical demonstrations, self-reflection exercises, and assessments by trained evaluators. It adheres to critical caregiving standards influenced by the UKHSA’s six Cs of care: compassion, competence, communication, courage, care, and commitment.
Acting Chief Executive Officer of the BVIHSA, Dr. June Samuel, described the programme as a pivotal step in standardising knowledge among non-regulated healthcare staff. She emphasised its alignment with DNV accreditation standards and announced it will now be a mandatory part of orientation for non-regulated staff.
The inaugural cohort includes 20 participants from various healthcare roles, such as Geriatric Aides, Home Care Aides, Patient Care Assistants, and attendants from facilities including the Adina Donovan Home for the Elderly and the Rainbow Children’s Home.
Major step towards improving healthcare locally
Minister for Health Vincent Wheatley praised the initiative as a major stride toward enhancing the quality of caregiving in the Virgin Islands, stating it sets “a gold standard for caregiving.” Governor Daniel Pruce echoed these sentiments, noting that the programme provides pathways to long-term careers in clinical settings.
Chief Medical Officer Dr. Ronald Georges and Chief Nursing Officer Jacinth Hannibal underscored the empowerment the programme will bring to non-regulated staff. Hannibal confirmed the programme will be conducted annually to train all current workers. To reduce travel needs, sessions will also be streamed online for Virgin Gorda participants.
The programme’s aim is to elevate the quality of care provided by non-regulated healthcare workers across the territory, ensuring safe and effective service delivery. Montserrat, the first UK OT to implement the programme, completed its inaugural cohort in September 2024, earning praise for its positive impact on healthcare standards.

Them doing all of this which is well and good but why are they not giving there staff there increments..take care of your staff and they will not be leaving….they would not have to be doing three and four jobs like you know who to make Ends meet
