Attorney baffled at Smith being ‘assigned’ as D1 Rep
Local attorney Jamal Smith has frowned on a new arrangement whereby Territorial At-Large Representative Neville ’Sheep’ Smith has been assigned to serve as the provisional representative for the First District in the absence of former Premier Andrew Fahie.
Fahie, who is the current elected First District representative, has been unable to return to the BVI to attend to the needs of his constituency since his arrest in April when he was indicted on charges of money laundering and drug smuggling in the United States. Legislator Neville Smith confirmed at a recent community meeting that he will be holding office hours within the district at two locations for two days of the week to hear from residents of the district.
But Attorney Jamal Smith said he is perplexed by the announcement.
“I’m not sure what this whole scenario of somebody being assigned to represent a district is about,” Smith said on the Talking Points radio show.
The attorney explained that the electorate casts five votes at a general election — one for a District Representative and the others for four Territorial At-Large Representatives.
He expressed that even if the elected district representative becomes incapacitated for some reason, there are still four other representatives to attend to the needs of the district and its residents.
“All four of them – not just one – all four of them have the right to represent that district. So I am struggling — myself, personally — to understand the logic of that assigning someone to represent a district. It just is baffling me to be honest,” the lawyer stated.

In addition to Mr. Smith being appointed as representative of the first, it is understood that an office has been set up for him in Carrot Bay on the government’s purse. Why are we renting a space in someone’s dwelling and there is a government-owned community center in West End, where he can carry out his duties? Someone, anyone, please help me to understand this.

I think that Mr Smith spends a lot of time being baffled – it is not a great trait in a lawyer.

Why should the 1st District always get less than. Penn has his office in East End, Wheatley has his office in Virgin Gorda and whoever else but I bet none uses the community center in there district for office. Fahie did not do a damn thing for the first district and never had an office in over 20 years. So stay off the first district now. Skit!!!
