Britains relationship with VI feels more like confrontation
Junior Minister for Financial Services, Trade and Economic Development, Lorna Smith, has commented that the relationship between the Virgin Islands and the United Kingdom is beginning to feel less like a partnership and more like a confrontation.
Speaking during the debate on the Constitutional Review Report, Smith pointed to ongoing tensions over issues such as beneficial ownership registers, where the UK has pressed Overseas Territories to adopt public access despite local pushback.
Smith said she was disappointed that the spirit of mutual respect and collaboration promised more than two decades ago in Britain’s landmark Partnership for Progress and Prosperity white paper appears to have been forgotten.
She reminded the House that the 1999 white paper was built on four key tenets: the right of self-determination, mutual obligations and responsibilities between the UK and its territories, maximum internal authority, and a firm commitment from the UK to help its territories develop economically and respond to emergencies.
“I have to say that these tenets seem to have been long forgotten. But Madam Speaker, I was there when we spent a whole day at Lancaster House, which is owned by the Foreign, Commonwealth and Development Office, discussing how this partnership would apply in practice,” Smith recalled.
She stressed that while the BVI government wants to maintain a collaborative relationship with London, current pressures and directives from the UK often leave the territory feeling sidelined rather than respected.
“These days, it feels a lot more like confrontation and less like a partnership between us and the United Kingdom. And I’m going to say it again. It feels a lot more like confrontation and less like a partnership,” Smith declared.
At the same time, she made clear that the government’s goal is not to clash with the UK but to defend the interests of Virgin Islanders.
Smith’s comments come amid ongoing pressures on the territory’s financial services industry as experts and the government try to stave off UK pressure to publicise the company owners who do business with the jurisdiction.
