Commissioner apologises for graphic RVIPF video in circulation

“I am saddened by the actions taken to bring me and the Force into disgrace … I offer apologies on my behalf and that of the Royal Virgin Police Force.” — Police Commissioner Collins

Police Commissioner Mark Collins has offered a public apology for video in circulation that features himself, a number of his officers in the Royal Virgin Islands Police Force (RVIPF), and graphic footage of violence in the BVI.

The near-six-minute-long video starts by showing off the breathtaking beauties of the territory but then takes an ominous and menacing turn.

The commissioner is then seen in an interview saying: “It does constantly surprise me because you go from being in absolute paradise to being in muck and bullets.”

Immediately following that statement, scenes containing graphic CCTV footage of gunmen firing high-powered weapons at an occupied vehicle is featured.

But in a written public statement issued late Monday afternoon, Commissioner Collins said the video in question was “incomplete” and was not meant for the public.

He further said the video was “intended to be a tool for recruiting officers from the Caribbean and the UK, and aimed at capturing the benefits and challenges of policing in the BVI”.

“While permission was sought in advance from the relevant authorities specifically for the intended purpose, this raw footage in circulation lacked an introduction and a conclusion and was never intended for public consumption,” the commissioner stated.

“I received the video in its incomplete form and circulated it to a small group of officers within the Force to receive feedback to help with its completion. None of the violence, drug trans-shipments or the seizures in this video would ever be appropriate to be viewed by the public,” the top cop added.

He continued: “I am saddened by the actions taken to bring me and the Force into disgrace. I am even more disheartened that the people of this territory have to endure additional distress and trauma in this already very difficult time. I offer apologies on my behalf and that of the Royal Virgin Islands Police Force.”

        The video was not yet completed and edited.
        Ms Rosan illegally obtained the confidential and unedited video,the property of the VIPD and with no permission nor authorizations “put it out there “

    I aware that the footage shown was incomplete and not meant for the public eye but my question is how does this effect the potential officers being recruited? Is this the narrative that’s being portrayed and also how many of these cops are coming into the BVI with a hyperbolic preconceived notion that the BVI is the wild-wild West?

    The video is mostly factual. Crime (especially drug related shootings and trading) is indeed on an unpresidented level here in these Virgin Islands. However, maybe the producers of the video can highlight more of the fact, that the BVI is still one of the safest place to live.

    It was mentioned in the video that the BVI is a paradise…however they are crimes….which is very true. That shooting that was captured in the video did happen right here, plus quite a few others.

    LIsten, not the thing wrong with the video. The police force is an entity that deals with crime and they are broadcasting what they are dealing with from their angle.

    We in the VI like to hide our dirty laundry under the carpet too much instead of fixing the issues at hand. Even when the laundry build up like a hill under the carpet, we want to act like there’s nothing there. Y’all need to stop it, and face the ugly truth.

      The point is, none of this footage is made up, no lies. If it is uncomfortable for people to see, then those people need to do something about crime in their communities.

    I watch the video in circulation several times to make sure that I understand it.we need several more of these videos so the innocent people in this territory and have a change of heart and give up their friends and family. from 1989 to present we have over 65 unsolved murders in this small island and we the people knows some if not all of the killers. we do .this video is Nothing compared to what is happening in the real bvi.wake up people. the commissioner should not apologize for that video. more videos like this need to be put out there and maybe just maybe the families of the dead one might have some closure because someone somewhere might decide to remember something and say something. our former premier said he have friends who traffic drugs and guns and this video shows a little of what taking place and we have a problem with that .we are a bunch of sick people because this country is exactly what the video depict and much more.we are really hypocrites. you have over 65 unsolved murders in 30 yrs and you people upset about a video which shows the factual??I believe in my heart that another major hurricane would me heading our way in short order.we are a wicked set of people.

    I checked the UK recruiting strategy for police officers . The theme was based around officers protecting vulnerable members of the community ..: serving and protecting
    You are a fraud and this is a deliberate act to cripple the tourist industry and bring the BVI in economic ruin to depend on handout from the UK

    Violence would endanger… psychologically that would keep Caribbean people away … So yes it would appeal to people in the Uk to have a UK dominated police force in the VI

    And truly. the COP made a comment about the shooting in fish bay saying that no where in the world he has seen a shooting like that. IT SEEM THE COP LACKING INTERNET ACCESS. Because in UK and USA and many other places I have seen worst shooting than that.

    WHAT’S A CRYING SHAME. For a small place they the police force have so many unsolved crime to date. An area where the smallest state is USA Rhode Island can fit the whole BVI in it 4 times over.

    So now I truly believe that the UK have some kind of plans to bring this place down.

    I’m still speechless, to the thought of a video and it’s contexts. Like really, why show individuals such. Is the BVI the only drugs and killer territory in the world.

    The BVI is the place that creates the drugs, it’s just a passing point like so many other places in the world.

    What should of been highlighted or talked about; is that due to location of the BVI and it being the only Caribbean island that is not a USA territory to deal with the US dollar have attracted a high volume of drug trafficking and drug related murders.

    BECAUSE IF NOT ALL I WOULD SAY 95% of these crimes committed are drug related murders so COP you f**ked up big time. And I am glad one of your inner circle leaked your intentions

    In the cold light of day, people are upset about the videos not because they were broadcast, but, because what they reflected was actually the truth, not a single commentator has claimed it’s untrue. Like the gun ownership issue throughout the US, the problem is systemic within the territory and has been for generations. Sadly the cure may be as serious as the decease.

    This is poor psychology. This is scaring off people from joining the force .except he only wants UK officers to control the territory. Then it is bad for tourism . This will hurt the economy then we would be more on our knees to the ruling of the UK .
