Dr Titley-O’Neal appointed Director of the National Parks Trust
Former Dean of Arts, Science and General Studies at the H Lavity Stoutt Community College (HLSCC) Dr Cassander Titley-O’Neal has been appointed Director of the National Parks Trust.
Dr Titley O’Neal’s new role was announced by Minister for Labour & Natural Resources, Vincent Wheatley, via social media on Tuesday.
Wheatley said, “Dr Titley-O’Neal will be heading up the National Parks Trust and transforming it into a more sustainable tourism product producing entity while retaining its conservation responsibilities.”
“I wish Dr Titley-O’Neal and her team the very best,” added the minister who is also Deputy Premier.
More about Dr Titley O’Neal
Dr Titley-O’Neal had resigned from HLSCC in 2016 after serving at the local college for more than 15 years under the then NDP regime.
The new National Parks Trust director — a Virgin Gorda resident — is the owner of an environmental consulting agency called Environment Systems Ltd.
Notably, Dr Titley-O’Neal openly supported Wheatley and the VIP leading up to the February 2019 General Elections.

Congratulations Dr Titley-O’Neal. Put your best foot forward to help conserve our National Parks. Perhaps you can also arrange for improving the signage/information displays at the National Parks, while making more of them accessible to the public.
We know you’ll do an excellent job!
I have no problem with this appointment at all! More than capable. However, I hope there is no conflict between her mandate for conservation as Director of the NPT and her consulting work on EIA’s for developers etc.
I’ve never personally met Ms. Titley-O’neal, however, for once there is a positive move to appoint someone who is trained, qualified and experienced in the area in which they are appointed. Are there are pilots or air traffic controllers on the airport board?
are there any certified boat captains or persons trained in border security and ports on the ports authority board? What about the tourist board? looks like all that will happen is that they will find enough trips to take to say they promoting the BVI
the health authority board looks like a joke. What are the majority of people on that board qualified to do. Guess they took a crash course in operating a hospital. Big Joke with all of these boards till I don’t know whether to laugh or cry. Seem to be all political loyalty oriented.
This one is welcomed and I trust that at the end of her tenure she would have made a difference.
VG people on the move! Good to see our locals being placed in top positions for which they are qualified for. Say what you want about VIP, but they are putting together some good teams despite how they started off which was a bit rocky.
Congratulations Sandy! We are so proud of you. Your North Carolina family.

The best thing the govt can do is to put dr oneal there.she would get rid of all the employees she met there and the Dr alone would be there because no one would want to work with her…
Your own peeps don’t want to work with you. Have a seat or two.
Did your mama ever tell you ‘if you can’t say something nice, don’t say anything at all’? Well, I just told you. Congrats Sandy.
Wishing you well

The current Acting Director Nancy Pascoe is doing a great job. She’s really passionate and has lots of experienced at the NPT. What a shame she didn’t get the job.
The Virgin Islands is for Virgin Islanders. It does not mean we are now welcoming and appreciative of others who choose to work here; we simply do not have the capacity for expatriates (even born here of outside parents) to hold such positions when we have a fully qualified local person. Might I say, none as great as Sandy for this specific position. Congratulations, Sandy. Thank you, Nancy, for the exceptional job done for NPT. Very best to both of you.
