Finance Ministry seeking security firm to transport gov’t funds
The Ministry of Finance (MOF) is seeking the services of trained personnel within a local competent security company to perform security services for the transportation of government funds.
The trained personnel will transport funds from government revenue collecting stations at ministries and departments on Tortola, Virgin Gorda, Jost Van Dyke, and Anegada, and deposit to designated financial institutions and to the government.
Procurement Coordinator, Ishma Rhymer said proposed works will comprise of providing security transportation daily from Monday to Saturday in accordance with the requirements of the Treasury Department; providing armoured truck services to receive, transport, and deliver government property to the consignee designated by government and financial institutions; provide security services to pick up or receive from designated government revenue stations at ministries and departments; deliver to government and/or financial institutions designated by the government the following: money, currency, coins, negotiable instruments, or other valuables items to deposit.
Good Standing certificates
All eligible bidders are required to submit Certificates of Good Standing in respect of the Social Security and taxes including payroll and property tax from BVI Social Security Board, National Health Insurance, Inland Revenue, and the Commercial Registry.
They must also have a valid trade licence, and a detailed work programme showing the order in which the various sections of works are to be executed along with other documents as outlined in the tender document.
Bidders must present a Tender Bond/Tender Security not less than one percent of the bid price, in the form of a bank guarantee, banker’s draft, certified cheque, or a bond provided by an Insurance Agency.
Failure on the part of the bidder to submit the supporting documentation indicated above will render the tender non-responsive on the date of the opening of tenders.
The bidding documents are available from Monday, January 10, 2022, and will be sent to bidders electronically upon request to [email protected] with the subject title “Supply of Security Services for the Transportation of Government Funds”.
Interested tenderers should submit one original, three copies, and one flash drive containing the bidder’s documents. The original bid should be placed in a sealed envelope and marked “original”, and the additional copies placed in another sealed envelope and marked “copies”.
Both envelopes should then be placed in an outer envelope marked “Supply of Security Services for the Transportation of Government Funds” and addressed to ‘The Chairman of the Central Tenders Board’.
The deadline for submission of Tenders is 10 am on February 15. A virtual pre-tender meeting is scheduled for January 20 via WebEx due to COVID-19 restrictions.
All prospective tenderers will be notified of the access code and password prior to the meeting. All prospective bidders are invited to attend.
Security contracts issued in recent months
In recent months, there have been three known contracts awarded to security firms by the government. Baltimore Security Services was awarded a contract valued at more than half a million dollars for security services to the two Elmore Stoutt High School (ESHS) Campuses in November. The start and end of the contract were not revealed.
Meanwhile, Top Priority Security Services was also given a retroactive tender waiver to provide contracted services to ESHS valued at $327,360 from July to December 2021. The security company was also awarded back in October $286,845 for transporting government funds; the contract was retroactively awarded nine months after the services began, and the tender process was waived.

Why even hold cash as a government in this day and age? You should have switched to credit card and electronic payment methods decades ago. This just shows the incompetence of the government and the need for UK intervention..
This is not practical. My grandmother wants to be able to pay her property taxes without any hastle, and she has no cards. Thus, Government must accept some sort of cash.

Sad that we have to have a security company to transport cash. Criminal activities getting out of hand i guess.

Use the police and pay them what you were planning on paying the private security company, this is just another door he opening for *** or one of his other cronies to eat a food from tax payers money, it’s the same strategy he used when he claimed that he was being threatened to let his cronies eat a food and is the police he ended up using in the end for a small stipend.
if they use the police, that means no kickback paycheck for them..you know is one of their buddies will get the contract.. and then they smiling all the way to the bank with their kickbacks.. smh.. Tola just corrupt now..
This subject should not be printed publicly. With the increace in crime and dishonesty, no one should know the government where abouts such as thus
make sure the security company whom you choose is not going to pick home and put hidden cameras in the people home to broadcast around the place.
The best solution to this issue would have been to use your own resources by having the RVIPF transport Government cash. For years, government revenues has been handled by each revenue department safely, but I understand the need to have an agency collect and deliver the revenues to the financial institutions. The best team for that job is the police. What if the security company is robbed? Will they be insured against such risks? I am seeing so many risks and the expense on the public purse to hire a security company to transport the revenue. Please use the RVIPF it will be more secured and cheaper.
Why advertise this when we all know. Mr. L. S. will be giving that contract. Who these people trying to fool.(

This is just exposing govt finances for hold up and more robbery . This should be done in conjunction with the Police force in unmarked transportation to avoid publicly. Most foolish MOVE
