Fish Bay ‘hostage’ situation was mental health crisis drill
Officials have confirmed that a surprise hostage simulation exercise conducted last week was a drill designed by the BVI Health Services Authority (BVIHSA) to assess mental health crisis response.
The exercise, held on March 8 at the Bella Blooms Conference Room at Fish Bay, took an unexpected turn when members of the BVIHSA’s Community Mental Health and Substance Abuse Services Unit found themselves facing a simulated hostage situation.
Unaware of the planned scenario, the Crisis Team members were confronted by armed individuals – trained police officers participating in the drill.
Despite the surprise, officials said the crisis team members remained calm and professional, demonstrating their expertise in psychological first aid during the aftermath. They were also praised for their ability to handle high-pressure situations with effectiveness.
The Royal Virgin Island Police Force (RVIPF) played a crucial role in the exercise, with officers responding to the simulated crisis and showcasing their expertise. The collaboration between the BVIHSA and the RVIPF provided a unique opportunity for both teams to practice real-time coordination, ensuring a unified response in the event of an actual crisis.
Meanwhile, the director of the BVIHSA’s Community Mental Health and Substance Abuse Services Unit, Dr Virginia Rubaine said in a post-drill interview that the BVIHSA’s goal is to continue working together to ensure teams are better prepared and trained to be proficient first responders.
“Exercises like these are essential for honing our skills, enhancing coordination between agencies, and ultimately, ensuring the safety and well-being of our community,” Dr Rubaine added.

By all accounts it was a disaster.
You must be exhausted carrying the well-stone of negativity for the territory. I cannot imagine the burden you bear, tasked with having poorly informed negative opinions about everything and then having to share them without any solicitation. You poor unfortunate soul!
Dem too dam lie. Dem know the senior officer for the police side Fowler up. Innocent officers nearly get killed because of lack of communication. So stop lie to the public. The police know what happen.
The officers did great! The mental health team did great! I’m glad we have these group of people in our society as first responders!!!
Surprise simulation? This should be illegal! A older tourist lady was injured while they did this at the airport. Thank God guns are illegal here. Anywhere else people are armed and someone would have been killed because they feared for their life not knowing it wasn’t a real situation. This is not how proper training is done!
