Fraser bats for the HoA to become a statutory body

Third District Representative Julian Fraser wants the House of Assembly (HoA) to become a statutory body.

The veteran legislator made his sentiments known during last Friday’s budget debate inside the House of Assembly.

“This House of Assembly has a budget of a little over $5.6 million. They constantly complain about inadequate equipment, inadequate staffing, you name it — it’s inadequate. [The House has] dedicated workers, overworked workers but yet we cannot do anything about it,” Fraser said.

He continued: “Thirteen elected members cannot do anything about their own house. The House of Assembly has the authority to change what is happening right now and what has been going on in the past. We have the authority to change what needs to be changed going forward.”

Fraser, therefore, said he believes the way forward would be for the House to become a statutory body that is “managed by a board of elected members”.

“We need to change the way we do business,” Fraser said. “Our perception in the eyes of the public is not good, and we need to change that,” he added.

Effectively, a statutory body is effectively a non-constitutional body set up by parliament. It has the authority to check the activities of a business or organization.

    Making the HOA a statutory body is just cresting another bureaucracy. All the HOA needs is staff to develop, manage and execute its budget. For example, it can create a budget analyst position. The MOF can account and disburse the authorized and appropriated funds. IMO the BVI has too many statutory bodies. IMO a statutory body should be self supporting. Does the central government still provide funding for some statutory bodies? Has the advent statutory bodies improve the level of service? Many statutory bodies should function as departments. In many larger locales, statutory bodies have not catch fire.

    The HOA purpose is to legislate, the executive branch (Cabinet) purpose to administer the legislation approve by HOA and judicial branch job to ensure the constitution and laws are being followed.
