Gov threatens disciplinary action against top cop in vetting dispute

Governor Daniel Pruce has warned Acting Commissioner of Police Jacqueline Vanterpool that he will initiate disciplinary proceedings if she does not correct a message she sent about the police vetting programme, according to a letter published by the BVI Beacon.

In a September 15 letter to Vanterpool, Governor Pruce stated that a High Court order issued on August 11 had paused only the enforcement aspects of the new vetting rules, not the vetting process itself.

“The Court’s Order of 11 August 2025, as confirmed by the Attorney General, suspended only the enforcement provisions of the vetting regulations,” he wrote.

Governor Pruce said Vanterpool told Royal Virgin Islands Police Force (RVIPF) officers on August 22 that the entire vetting process had stopped. He said that was inaccurate.

“The vetting process itself remains ongoing, and officers may continue to submit forms and obtain clearance,” he wrote, adding that she had incorrectly stated “that the entire vetting process had been suspended.”

The governor also noted that Vanterpool admitted she sent her message without first seeking advice from the Attorney General or consulting him, even though he was in the territory at the time.

“For the avoidance of doubt, you are required to comply with the legal advice of the Attorney General, the government’s principal legal adviser and counsel in this matter,” he stated.

In an email dated September 9, Vanterpool reaffirmed her position and said she intended to seek independent legal advice on the issue.

      Surely the court is supreme, not the AG?
      If Ms Vanterpool has a different view
      from that of the AG or seeks
      clarification from others then why should she not?
      It doesn’t make her wrong or right but it does
      make her able to exercise her freedoms.

    There’s too much of ‘it’ to go around and no one seems to own it. Collins did a lot of ‘it’ and walked away without even a reprimand. Now the Governor wants to discipline Vanterpool before the courts have finished speaking. Why not just await the outcome of the courts?
    The court has been petitioned so let the court decide. The High Court’s order is not subject to reinterpretation by the AG or the Governor. It’s binding until varied or discharged. The AG’s advice may be valid, but not supreme, especially in the face of a live court order.
    Having said all that, the officers themselves must be true to themselves. Do they truly believe the vetting process is flawed or their resistance to the process is rooted in the fear of exposure.

    Do you want more local officers in the force?

    Notice all these question are for non-locals. Stop hiring non locals to police the place. They look down on locals who they have power over or want money. What they could not get back home.

    Perhaps they have something to hide!!

    They vetting the young people who work at the Airport
    They have no choice
    These men are the face of LAW and ORDER
    If they do not want to be vetted, put them out of the force

    This has nothing to do with colonialism or white against blacks or other races.

    It will help us to be a safer nation

    bloggers from UK. Jackie was never against the vetting. I heard her said in one of the shows she was on. The officers are only concern the manner in how this vetting is being done. It will never get correct because Pruce mean he will do what he want and Jackie duck cook with he. An officer told me yesterday Jackie has done so much to bring the force back and it is a little better that it was, but somehow her hard work will go unnoticed. Every time I see she always have that smile and she was telling me about the team she has and they now upgrading community policing. I even tell her I will apply again because I always wanted to be an auxiliary. Jackie keep
