Gov’t can’t continue to run capital projects from recurrent spending
Opposition Leader Marlon Penn has accused the government of continuing to run capital projects from its recurrent expenditure.
Speaking on the NDP radio programme last week, Penn said some of the projects that were stalled under the Virgin Islands Party (VIP) government, including the Road Town market square, were as a result of a lack of funding being allocated.
“There is no money allocated for these projects. You cannot continue to run capital projects from recurrent expenditure,“ the Opposition Leader argued.
He accused the government of also not doing anything to move the projects forward or to adequately finance them.
Billboard and ‘break down’ government
According to the Opposition Leader, the territory has a ‘billboard government’.
“They like Facebook posts and billboards around the territory. We continue to put up these billboards about what projects are coming soon and what we’re going to do and big ceremonies,” Penn said.
Penn claimed that the government held two ceremonies recently to dedicate one building in Virgin Gorda. He continued to assert that the government has only executed projects that were engineered and funded by the former National Democratic Party (NDP) administration.
Penn also accused the government of being a ‘break down government’.
He argued that the government demolished the Road Town market square even though it was functioning and displaced the people in the area.
Penn also accused the government of leaving fishermen in the territory as nomads, ‘roaming around the territory to sell their fish’, even as they demolished the Baughers Bay fishing complex.
“They continue to just break down buildings. They obviously don’t have the capacity to get these projects executed,” Penn charged.

Get your people and your s**t together and start making changes in the districts. Don’t wait till the Govt announce elections. There needs to be a large well actioned opposition in place now.

All I see is one big sewage nothing short of a con. I weep and pray for the future of the BVI. If only the people could see what disgrace them dealing with. That man must smell the sewage in he head no wonder he never do nothing cause it come like nothing g. You cannot tell the difference when your mind no different from sewage.
Hon. Penn cannot set Government priorities form the opposition. In fact the NDP has done more to address the sewage issues in east end long look than any other Administration. This Government got back the sewage money and has done nothing to address the sewage issues in Road Town nor east end. We have sewage running to streets regular now in Road Town and don’t talk about the disaster that is bird point.
Honourable Marlon Penn what you want the government to run projects from? Why you didn’t stop your party from using the sewage money on the pier park project? I so fed up of this old time politricks. If you have nothing constructive to say just hush you mouth and let the government do they work. You just think you could brainwash everybody.
What are you talking about? The same money that was returned and they’ve done nothing with the sewage? Stop defending nonsense. The man is in the opposition can he direct the Government to do any project?
The Government had 4 budgets and have to account for the stewardship of the public funds. The NDP paid for their transgressions in 2019 already. So stop it! Just stop it!
What break down government Marlon talking about. He must forget he NDP 1 and PVIM is a NDP 2 . Breakdown he say you know. Let me go mind my own business you here. If he know wha good for he he better go siddung.
i totally agree with the Opposition Leader. They break down and did a number on the Isabella Morris Primary School as well. There is talk about a Junior High School, but of course, just like you said, no plans, no money to do it, but the demolition work money was found early. That money could have been used for new sea walls, because when the next storm comes the sea will certainly take people out of their houses if not addressed. But the word ‘priority’ is not a part of this Government’s vocabulary. But, oh, wait, election coming soon. There will be a fever pitch rush to get things done in the next few months while doing nothing for three years. Ah saw, same old shiggidy, different day.
We should ask the Ports if the money was returned
We smell the VIP stench since 2001 – taking millions of taxpayers money to “consult” on the sewage issue. Carvin was paid handsomely for the “Master Sewage Plan” then, which has yet to see the light of day. In 2008, VIP Minister Fraser stated “Mr. Speaker, we are convinced that when these additions are made to the system, complaints about sewage in Road Town will be a memory only.” To turn the saying round, this is farts repeated as tragedy.
Sir you executed projects that were planned/engineered by DP too so hush
