Harrigan proposing to restore D5’s age-old bridge, build civic centre
National Democratic Party (NDP) candidate for the Fifth Electoral District, Elvis ‘Juggy’ Harrigan, says he intends to construct a civic centre and revitalize an age-old bridge in the district if elected into office.
Speaking in Huntums Ghut at the official launch of his campaign on Thursday, Harrigan said among his top priorities in the short term is to restore homes, roads, and to improve drainage systems and ghuts in the district
In the long-term, he plans to renovate the Long Trench community and restore community programmes for retirees.
He said he also intends to realign the road leading from Diamond Estate to the Lester Smith Bridge.
“This bridge must be about 100 years now as I knew it as a child, as I lived just across it. It also needs to be raised to allow for the better flow of water,” he said.
Harrigan said he plans to construct the aforesaid civic centre in the Huntums Ghut community. He said: “This centre would house a soundproof band room, an indoor court that would double for other activities, food stalls for vendors, rooms for after-school programmes, an outside area for persons to relax, rooms upstairs to house visiting sporting teams, and be used as a hurricane shelter.”
He said the idea of the centre is being developed by an unspecified colleague who he intends to partner with on the proposed project.
“District Five, I stand before you energetic and vibrant and full of compassion not only for my people but the entire territory as a whole. I put to you, that I possess the passion that will drive me to see our neighbourhood and these beautiful Virgin Islands thrive but in other to achieve these goals,” he said.
Harrigan continued. “I have been here for you before and this time with a team that is better and stronger. Politics is not a game, it’s serious business, and serious business needs serious people.”
Territory-wide plans
Harrigan further said, as an accountant, he proposes to strengthen the territory’s accounting sector by importing global expertise through some of the largest accountancy networks.
Harrigan said, in so doing, it would assist in training and job creation. He said the territory could also implement a professional directorship sector to help support the needs of BVI companies.
The NDP candidate said the territory’s economic prosperity is being challenged and collaboration is critical if it is to be sustained.
“As much as we are still in restoration phase, it is important for us to propel quickly into the developmental phase which will interface with some of the plans that you have heard from our Chairman Myron [Walwyn] and our teammates to make the territory better and greener,” Harrigan said.

The only thing in juggy’s portfolio is the road that he paved outside his district for the insurance man…Juggy did nothing for his district the last time he was elected…A complete waste ah time

District 5 and all the districts of the territory need decent liveable wages, decent take home wages and a right now cost of living increase, period!
People are tired of daily food and other necessary life support commodities price increases, low un-competitive wages, and stretching a dollar from here to Timbuktu and back.
Additionally, the next time the public hears about a consumer bill will be in the next four years when it will reappear as trivial talking point.
Meanwhile, people continue to be advantaged by business, greed and more greed.
Unfortunately, the matters that are most critical to people are being left out in favour of a wall, a bridge, a dungeon or some other nebulous will project, that may never get done, just to get elected.
Only PVIM taking about the real issues that you raised and giving real solutions to solve them: tax break, salary increase, socio-economic improvements. NDP and VIP sharing dreams and pie-in-the-sky fantasies. Vote PVIM!
Countries NEEDing money do not offer tax breaks and salary increases. Tax break = small $tax collection = country financial stable to actually do so.
You did nothing for the district when you were elected , its more like a position to look important , but not actually help or improve the district , you are jokey and irresponsible , and very self absorbed .
