HM Customs, law enforcement reviews showing progress

After several previous delays, Governor John Rankin has now indicated that a law enforcement review emanating from the Commission of Inquiry (COI) report has been showing signs of progress recently.

Rankin, in his third quarterly review on the implementation of the COI recommendations, said he was pleased with the progress made with the review of HM Customs, the Immigration Department, the Royal Virgin Islands Police Force, the Financial Investigation Agency, the Office of the Director of Public Prosecutions, the Attorney General’s Chambers and the prison service.

That review was expected to be conducted in relation to Recommendation B38 of the COI report which also called for the Prison Service and the Office of the Director of Public Prosecutions to be included in the review.

Governor Rankin’s previous quarterly review stated that His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) had been appointed to conduct the review, however, they were unable to begin sooner due to prior commitments in other overseas territories.

The Governor said the review will also consider Recommendation B41, which is intended to ensure the RVIPF and (as necessary) other enforcement agencies have the facilities and powers to prevent, monitor and detect crime.

Meanwhile, the COI report authored by Sir Gary Hickinbottom further suggested that consideration should be given as to whether the law enforcement review should also cover the whole or parts of the Attorney General’s Chambers and/or the courts.

The report said the scope of the review will need careful consideration but it should include a review of law enforcement structure, resources and funding, conduct and standards, and terms and conditions.

In relation to the structure, the report suggested that this should include whether front-line law enforcement agencies should have a lead agency and what that should be. It was also expected to probe which arm(s) of government law enforcement should have certain duties, particularly where responsibility for border control should lie.

Hickinbottom further suggested that the review need not be a single project. “Strands will need to be identified and prioritised – and it can draw on the work of reviews currently in progress in relation to the Royal Virgin Islands Police Force and the prison service,” the COI Commissioner noted in his report.

    for the BVI is provided by the RVIPF. If the police are ever overwhelmed then the UK Navy is next in line to enforce BVI border security.

    These reviews will not be independent if they are done by someone from the UK. The same was the case with the COI. These people continue to think that we are all stupid and that they could continue to pull the wool over our eyes.

    Will the people have to pay custom on freight cost? why? question is asked because, we are not self sufficient. The importer should pay for the actual
    COMMODITY content to customs all added is coming from the consignee business or personal pocket … They should not have to pay triple for the shipment.
