Kelvin Thomas hit with 3 charges in relation to ESHS wall project

The Royal Virgin Islands Police Force (RVIPF) has slapped 55-year-old businessman Kelvin Thomas with three criminal charges in relation to the controversial Elmore Stoutt High School (ESHS) Perimeter Wall Project.

In a press release on Monday, the RVIPF said a specialist investigative team was appointed last year to do a full review of an investigation conducted by the police force in 2020 into the ESHS Perimeter Wall Project.

“This was to ensure that all instructions and further actions requested were complied with and that there was a thorough, and fair investigation,” the police said.

As a result of the investigation, Thomas, 55, of Chalwell Estate, was the first person charged with one count of obtaining property by deception, one count of making a false statement to a public officer and one count of possession of the proceeds of criminal conduct.

“Mr Thomas was granted police bail to appear at the Magistrates’ Court on a later date,” the police confirmed.

The RVIPF also confirmed that other persons were interviewed by the police and were released pending further investigation.

“The RVIPF believes that all suspects, accused, victims and witnesses have a right to due process and a right to a fair trial. Therefore, the force will neither issue any further comments on this matter at this time nor entertain queries on this ongoing investigation,” the statement said.

In December of last year, Thomas, the owner of Quality Air Condition was awarded a $786,000 contract by the then Andrew Fahie-led government which quickly became controversial.

Marlon Penn, Opposition Leader at the time, had asserted in a House of Assembly sitting that the Virgin Islands Party government had given the contractor an extra $300,000 to install an air conditioning unit at the Multipurpose Sports Complex in Road Town.

      Round um all up. He’s not the only dis**nest one in the A/C business, there’s a young 1 up Huntum’s ghut who will take your deposit and make you run around in circles to get your job done and will even put in a USED A/C unit and tell you that it’s a NEW one

        Willy Boy, you had to get that one off your chest even if the topic of discussion is not A/C. I guess he is now the new A/C guy in Town. That’s another dishonest bid, but the bonuses must be paid for the awarding of the contract.

    Andrew Fahie, the Premier at the time gave Thomas Company an EXTRA $300,000.? Wow I could tell yah! Andrew probably got his share out of that! What a mess! When Andrew finish his time in Miami (if life last)he will have to face the music in BVI too for all the corruption. Many more will go down…Money, the love of it, is the root of all evil!!

    There’s a 2019 BVI gov press release of are smiling current premier proudly accepting a $10000 dollar DONATION to the ESHs contract from this gentleman’s company.

    These UK police are wicked people. This man was arrested and charged for nonsense two weeks ago. It’s only because they are embarrassed and getting bashed from the public about that tasteless video is why they decided now to do a press release to say Thomas got charged. I want Thomas to sue the pants off of them. These UK people have an agenda and I am glad that the BVI people are beginning to see it.

      Someone was arrested and charged regardless so stop trying to avoid it by focusing elsewhere because it’s friend or family.

      Plenty were shocked at Fahie’s arrest though others saw right through him so what makes you think because someone shows one side they don’t have another.

    I am still trying to understand this saga though. Was Thomas the initial contractor who did the subcontracting because I understand there were 70 contractors and so-called contractors who worked on the wall or was he one of the so-called contractors since one of the charges is “obtaining property by deception?”

    Story needs to be clear otherwise it seems like he is a “scapegoat”.
