Monthly report: $8M of CDB loan earmarked for 18 consultancies

Officials in conduct of the $65 million rehabilitation and reconstruction loan from the Caribbean Development Bank (CDB) have earmarked more than $8 million of that loan for consultancy services, so far.

The Projects Unit of the Ministry of Finance — the body currently in control of the loan funds — has plans for some 18 consultancies to get a share of the $8,102,000 consultancy budget.

The ministry’s January progress report on the loan indicates that six of the 18 consultancies already have been signed, four are pending signature, and the remaining eight are still in the tendering phase.

According to the report — which was done in collaboration with the United Nations Development Programme — the six contracts signed so far amount to $2,528,127 and include consultancy services for the Department of Disaster Management (DDM) building and other government buildings, DDM equipment, psychosocial support training for local healthcare workers, procuring Information & Communication Technology (ICT) for local policing, and for consultancy services on what was only described as ‘IST’.

Meanwhile, the pending contracts all amount to $1,424,683 and are for a ‘water consultant’ and project engineer, financial audit services, and consultancy services on roads, slopes and coastal defences.

The consultancy services that are still in the tendering phase have a total projected cost of $2.4 million and are earmarked for a school redevelopment consultant for the Eslyn Henley Richiez Learning Centre, a recreational facilities consultant, and a procurement specialist. Tendering is also ongoing for construction management services for Bregado Flax Educational Centre, consultancies for the restoration of the West End Ferry Terminal, and for ICTs for schools, government offices, and courts.

$4.5 million budget for goods

Projects Unit, in the meantime, has budgeted another $4,569,000 of the said loan on 25 purchase contracts for goods, vehicles, equipment, generators, school supplies and furniture, ICTs, among other things.

Seven of those 25 contracts have already been signed at a combined total of $420,236.

    Consultancy services?? Isn’t that the same story line they used an excuse against the NDP so as to take over the government finances and its sovereign financial management power?

    That the NDP was pillaging huge sums of money through organised “consultancy groups?

    Well, what is the difference in strategy with this RDA group? What was its interest and intention for being here in the first place.

    These are questions whose answers lie buried in the UK and in the minds of those who are executing those agendas at the expense of this territory and its people and their future.

    In comparison, how is this government and its local coloured people control of its money different from that of South Africa?

    The truth is, Black South Africans have the vote and majority seats in government, but controls less than 1% of the country’s resources.

    Through the RDA, the BVI now governmental set up is almost identical to that of South Africa.

    Therefore, it is becoming quite clear that the RDA only reason for being here is to take control of the money of this territory. And, the people should not stand for that.

    Sadly, however, face on this article now represents the new government and power brokers of the BVI, not thre local population.

    Yet, we become fooled, side tracked and bamboozled and even enemies of each other over a political party. A deliberate divisive tactic they will work against us and in their favour each time.

    Those additional parties we now see were deliberately orchestrated by the UK, its spies and its current head of state, to manipulate and divide us even further.

    Whence, while we are busy keeping down Walwyn, Fahie, Skelton, NDP, VIP, PVIM and all others, they are like sharks eyeing and scheming how to get their hands on our money as legally and as quietly as possible.

    The BVI as we knew is now gone. Though we may not see her royal navy, army, marines and air force appear physically on our shores, they are here in the form of spies and cronies among our own people.

    We are just like our Sister African state South Africa now, where we have hands on our political machinery, which they care nothing about unless we invite the communist, but the most critical element of all, they have taken over and are controlling, the money.

    We are screwed! Unless we take back our country and economy through ant means necessary.

    As for us and the BVI, seems as though we might have to enlist the very capable powerful spiritual powers of our ancestors and the powerful witch doctors all across Africa.

    Because no one should buss their a** for two hundred years building up their country and economy, and then at a time convenient for him, another man comes in and takes it all for himself. That is clearly imperialist by any analysis.

    That sounds, looks like and smells like unfairness. And it is unfair from every human and political perspective.

    Now is the time for BVIslanders to begin organising, marching and demonstrating against imperialist take over of our economy and rule thereof.

    The facts are, teh FDA is now the defacto government of the BVI. Its government finances are in particular now controlled by the RDA/UK government, the expatriate head of state and a few local cronies.

    We are in the same political and economic situation that South Africa is. We control our political affairs or machinery, to an extent, but we have no control over our finances.

    Where in the annals of political and human discourses can such be considered right?

    That is uncut imperialism to its core! And it must be called out as such, and hope the people recognise it as such and rebel against it.

    The fact is, the NDP’s government was hijacked because of their supposed use of the same money managerial tools that this entity is now using, a so called “consultancy services.”

    As a result, our government and future government will have no control over its economic affairs. That is a great travesty of the 21st century and the Englishman should be totally ashamed of himself. Then again, some animals do have the capacity for shame, right or wrong.

    Finally, we are now in the same position that South Africa has found itself. South Africans have full control of the government and voting rights, but less than 1% control of the economy and other resources.

    Similarly, we have been placed in an identical position. This is a travesty of grave concern. Indeed, this matter should be organised and brought to the international courts at the United Nations.

    Shocking! Shortly after Anon posted the above, the photo of the “white English” man was removed from the cover of the article and replaced with Dr. Denzil Glasgow’s.

    There is a classic illustration of how they use media to manipulate and create division and derision among people, especially Black people.

    So BVI locals including Dr. Glasgow, the original photo was a white man, thus the above introductory statement. They the. after publishing the article with the white man, removed him and placed the photo of the Doc after the above comment was made, “this is the face and power brokers of the new BVI government.

    Sad, but we all make errors and sometimes get caught by them.
