Outstanding COI reviews belong to the Governor
Following Governor John Rankin’s statements that the government is not moving swiftly with implementing the recommendations of the Commission of Inquiry (COI), the Premier has pointed out that all his recommendations are on track.
The COI recommended 49 actions that need to be taken to improve good governance in the territory. The government ordered reviews for some recommendations in an effort to ensure that the right gaps are discovered and appropriate changes made.
According to Premier Wheatley, his administration has received all the reviews that fall under their remit and are on track to implement the right changes. He added that only two reviews are outstanding and they fall under the Governor’s remit.
“I am very pleased to report that today I received the final reviewer’s report which is under the Government’s remit from Mr. Kedrick Malone for Recommendation B33. This review examined the policy and processes for granting residence and belonger status, including the open discretion by Cabinet to grant such statuses,” Premier Wheatley stated at a press conference this week.
He continued: “The only two outstanding reviews now are Recommendation B38 – review of the law enforcement and justice systems and Recommendation B41 which will be the panel to ensure that the Royal Virgin Islands Police Force and other law enforcement agencies have the facilities and powers to prevent, monitor and detect crime and prepare matters for prosecution. Both of these are under the Governor’s remit, so he would be able to provide an update during his next quarterly review.”
The Governor has previously revealed that he has some outstanding COI actions to take and has updated the Premier on them.
In the meantime, Premier Wheatley has seemingly responded to the Governor’s comments that the recommendations are not being implemented in a timely manner. He said: “Anyone who is in possession of the facts and the processes involved would appreciate and be aware of the true measure of progress that is taking place and why it would be unjustified to hold and to spread such negative and inaccurate perceptions.”
He also said people should note that some recommendations lagged behind because the audit reports were essential for identifying what specific gaps needed to be addressed in the particular area, and how government should go about closing those gaps and further strengthening the systems.
