Penn wants info on EE sewerage project loan repayment

Eighth District Representative Marlon Penn is expected to question Premier Dr Natalio Wheatley about loan repayments made in relation to the East End/Long Look (EE/LL) sewerage project in the House of Assembly (HOA).

Penn’s questions over the repayments come nearly a decade after some $8 million in government funds was diverted from the project and re-routed to the Tortola Pier Park (TPP) Project under the previous National Democratic Party (NDP) Administration in which Penn served.

According to the order paper for the current HOA sitting, Penn wants a detailed breakdown of repayments made to the central government towards the $8 million that was loaned to the Pier Park from the EE/LL sewerage project.

Penn also wants information about the balance left to be repaid on the loan and the timeline for the repayment of that balance.

Penn, the current NDP Chairman, has been vocal over the years about the apparent stagnation of the project, despite funds being reallocated for the project while his NDP was still in office.

The lawmaker pointed out earlier this year that there is now funding in this year’s budget for the project and suggested officials have no excuses for further delays. At the time, Penn said all the monies had been returned except for $1 million.

The government has, in recent months, committed to moving the sewerage project forward after it appeared stalled for years.

Late last month, a contract was awarded to BioSafe Treatment & Septic Solutions for the construction of inspection chamber wet wells and the procurement and installation of pumps and mechanical components for the Long Swamp Pump Station.

Public Works Minister Kye Rymer said at the time that once constructed and commissioned, the Long Swamp pump station will serve as a central system for the collection of effluent to then be pumped into the Paraquita Bay waste treatment plant for tertiary treatment.

“Based on all project projections and barring any unforeseen issues, we expect that the commissioning of the East End/Long Look Sewerage Network will take place in 2024,” Rymer expressed.

    He was not in charge of the money for that project. The then minister for communication did what he wanted without involving the then ministers for the 7th and 8th.
