Prison operations seeing stricter auditing, ‘reform plan’ coming
Stricter and more systematic auditing of the daily operations of Her Majesty’s Prison in Balsam Ghut has been promised under the leadership of the penitentiary’s recently-appointed Superintendent, Verne Garde.
Garde told BVI News this week that he has placed priority on accountability at the facility since noting what he described as ‘deficiencies’ in the so-called prison books.
He said he is moving to develop a prison environment that ‘fosters a good audit trail’.
“We need to know what everybody is doing at every time, how they did it, when they did it, and so forth. So, if we need to go back to a particular thing that happened at the prison, we can. It (auditing) is a place where the facility was deficient but, for the last two months, we’ve been able to tighten up on it so we have a better audit trail of certain things.”
Coming into his role as head of the Balsam Ghut-based correctional facility, Superintendent Garde said he has also noticed the occasional ‘hiccup’ in the administration and infrastructure of the prison.
He, however, made it clear that his observations are in no way an attack on his predecessor David Foot – the United Kingdom national who had been in charge of the prison for the last half-a-decade.
Reform plan
Garde applauded Foot for his efforts and said he (Garde) will be rolling out a 20-point reform plan for the BVI prison.
He said details of the plan will be announced as his two-year tenure progresses.
“I have examined the situation at Her Majesty’s prison and I realized that it needed some urgent intervention, as a result, I secured my services with the Government of the BVI to ensure that I could help in that regard.”
Superintendent Garde’s contract officially began on July 2.

Sounds good. That place needs to operate more like a prison and not a hotel where prisoners are online 24/7. That place has always been a report for prisoners…
….alot of of battles with your plans to implement certain rules or guidelines. Sorry to say but few persons are known to take directives from an” outsider/s” or children of expats. They are considered to be not indigenous Bvislanders. Anyway I applaud you for your efforts because I know you are a good man and mean well. Be prepared for strong opposition
This “Audit” comes a little too late cause if it was a priority from day one that poor woman son would not have been found hanging in his cell.

As a BVIslander I could careless who runs the prison once no suitably qualified BVIslander is found. Give the gentleman a chance and wish him well rather than criticizing the Government’s decision to hire him. Come on my people. Don’t criticize him or his appointment solely based of his nationality. He is in the post for two years and if his performance is not up to par during this time then Government could opt not to renew his contract.

Be careful that same trap don’t catch you or your offspring.
BVIslanders are subservient to only white outsiders. This thing about indigenous bvislander will soon die because all of the upcoming brilliant minds have been tainted with outsiders blood. You can’t run a country on a name alone. The leaders who felt that they are entitled look out for themselves and their families. For all the monies that this country has generated there is no good roads, schools, running water, recreational and ports facilities etc to show for it. But we do have a lot of big houses as homes.
Let us move forward as one BVI – Unity is strength!!
