Public officers one step closer to fairer salaries

Deputy Governor David Archer, Jr.

Public servants are one step closer to fairer salaries and benefits now that the Compensation Review and Job Classification exercise that began in November 2022 is completed.

According to the Deputy Governor’s Office, the report was presented to Cabinet on Wednesday, November 8.

The review was conducted by PricewaterhouseCoopers Trinidad & Tobago (PwC) following years of complaints about the government’s inability to retain workers due to low salaries and benefits compared to many other countries.

The compensation review was therefore carried out to ensure public officers receive compensation that is in line with industry and international standards.

Deputy Governor, David Archer Jr expressed appreciation for the work that has gone into the review and his hopefulness for the results it may bear.

“I am beyond pleased to know that we have now completed this portion of our long-overdue compensation review. We are committed to ensuring public officers are compensated equitably, and this is a key step in ensuring competitive salaries for the Public Service,” Archer Jr stated.

The Deputy Governor’s office said the PwC consultancy team held meetings with stakeholders to better understand the public service.

“Discussions were held on the progress of the review with senior managers across all ministries, while an invitation was extended to all public officers to engage with them directly,” the Deputy Governor’s office said.

Premier Dr Natalio Wheatley, members of Cabinet and public officers also remained engaged throughout the consultations.

Financial Secretary, Jeremiah Frett said the completion of this Compensation Review and Job Classification Project represents the Government’s commitment to ensuring public officers receive compensation that is in line with industry and international standards.

The government awarded PwC with a contract valued at $302,103 in October 2022 to carry out the Compensation Review and Job Classification.

The Deputy Governor’s office said the public will be informed of the outcome once the report has been reviewed by Cabinet then stakeholders, various associations, heads of departments.

Further assessment of these findings, talks and debates will take up the entire year of 2024. Then it’s not even going to go into effect until 2025!

The Department of Human Resources need a professional, objective and competent individual as its leader. That individual needs to be someone who commands respect inside and outside of the service. The individual should be someone who thoroughly understands the functions, operations, and culture of the BVI government and society. The department needs a thorough restructuring along with many agencies within the civil service. Many of the current staff within the agency are trained in HR but are not suited to work within the department.

It does not seem to be meeting the demands of the current BVI public service (internal and external) and the BVI society. The best and most competent individuals are not being retained or attracted for key and top positions and agencies. Hence there is corruption, cronyism, and high turnover in key agencies which leave some department understaffed and going with positions that are unfilled for extended periods.

the simplest thing is to fix the imbalance in salaries between the regular government and the statutory bodies, there is no way a person doing the same job should make more over at a salary than at regular government, it’s b.s

Definitely not the gate of feelings for the fellow and lesser man; the gate of compassion and empathy; and the gate of caring for others who have given their all for an entire career and is still not paid their due under him and the Governer’s perview.

A heartless people they are with a great old wide open hole ritht where their heart is suppose to be.

  8. @Principles says:

Your prose is absolutely correct. Still, though all are aware of the inefficiencies nothing is never done.

So, documents are submitted and no responses are ever received in most cases.

It also appears that some people’s stuff are never worked on and resolved, neither in the near or far future.

Some thing needs to be much improved.

As, when people submit documents, they expected a response. When people have life dependent issues, people expect resolutions to their issues, not complete silence.

They need to do much better.

  9. All public servants. says:

Don’t forget the Medical staff. I know you all are so unfair and bias. You all will over look their hard work and importance because majority of them are not from here. “Be fair”.

  10. Hmmm says:

He need to go home! He does nothing! He’s incompetent. He only cares about his Pionneering Greatness show thing and that’s a scam too! Idk how people support him. What has he accomplished since becoming DG. Nothing! A call center? That don’t even count! The whole service needs a revival cause the retirement list long from here to Tim-buck-too! But let him go ahead!

  11. Efficiency says:

People should get paid what they’re worth, so those who don’t actually do a good job will get a surprise. If the private sector pays more, that’s OK, as they expect better standards and the good ones, who can do that better job will leave.

  12. Truth says:

    @Efficiency
You are right. Some are indeed underpaid, and others are paid at least double what they’re worth!

Something aint right with this territory and its the black local people messing up the place. I have only seen change and fairness when the white man comes to office. I have 32 years with the government and all my life since the COl took over I see the whites asking about how civilvil servants are treated, moral and compensation. Do not let these negroes fool you remember that it was the very black that sold their own people as slaves to the whites.
