Public Service Management Bill introduced to improve sector
The Public Service Management Bill, designed to enhance the efficiency and effectiveness of the public service sector, has been introduced to the House of Assembly.
According to a media release from the House of Assembly and Cabinet Office, the legislation aims to modernize and streamline the management of public services, ensuring that government ministries and departments are optimized to serve the community effectively.
“The Bill seeks to improve the management and operational efficiency of public service institutions, ensuring they are well-equipped to meet the evolving needs of our citizens. Additionally, it aims to define the roles and responsibilities of ministers and other senior public officers more clearly, including their capacity to delegate functions and manage ministerial staff effectively,” the release stated.
The Bill also emphasises increasing transparency and accountability within the public service. Residents are encouraged to provide their insights and recommendations on the various provisions of the Bill to both their district and at-large representatives. Feedback can be submitted via email to the House of Assembly at [email protected].
The introduction of this legislation in the House of Assembly follows recent news from the Virgin Islands Public Service Learning Institute (VIPSLI) that more than 1,400 public officers have participated in a mandatory course for government workers across the territory’s four main islands.
This course provided detailed information about the government’s systems, framework, best practices, and other essential information to help public officers succeed in their roles.
The VIPSLI plays a pivotal role in training and developing new and existing public officers, ensuring they have the necessary skills and abilities to carry out their duties effectively. As of early July 2024, the VIPSLI has hosted six Public Service 101 sessions, including one specifically tailored to educators.

Why do we need laws to improve efficiency? Shouldn’t any self respecting organization/agency/country have a cycle of continuous improvement as standard operating procedure? You do it because it’s the way forward. How is going to enforce these new efficiency laws anyway?
