Rymer announces Civil Mitigation Policy for infrastructure improvements
Minister of Communications and Works Kye Rymer has officially introduced a Civil Mitigation Policy aimed at addressing infrastructure-related challenges within communities.
The policy provides a structured approach and dedicated funding for district representatives to manage and implement projects that enhance daily life in communities. It focuses on repairing damaged roads, improving drainage systems to prevent flooding, ensuring consistent electricity and water supply, and maintaining public spaces.
Rymer emphasised that transparency and efficiency will be central to the policy’s execution. He described it as a step toward greater accountability, equity, and strategic resource allocation. The policy sets out clear criteria for project selection, establishes a Technical Assessment Committee to fairly evaluate and prioritise requests, and introduces a standardised process for procurement, monitoring, and evaluation.
While projects will be assessed based on merit, public benefit, and necessity, he acknowledged that their implementation will depend on available funding. The minister explained that funding is allocated across all nine electoral districts to ensure a fair distribution of resources.
He also noted that district representatives can apply for funding to address specific infrastructure concerns within their communities, ensuring that local needs are met through the proper channels.
Rymer described the policy as part of the administration’s commitment to good governance, fair resource distribution, and sustainable development. He first introduced the idea in June last year, stating that it would allow district representatives to carry out essential repairs and upgrades more efficiently. He also suggested that the policy could reduce reliance on various ministries to execute works in different districts.
