Slight project delay as WE Ferry terminal bid deadline extended

The final design for the West End Ferry Terminal.

The deadline for bids on the West End Ferry Terminal and Temporary Facility Project has been extended to January 17, 2025.

The Recovery and Development Agency (RDA) announced the new development recently and advised that the extension will give shortlisted bidders more time to review the project’s specifications.

In a recent statement, the RDA reminded bidders to follow all guidelines outlined in the Invitation to Bid documents, emphasising that late submissions will not be accepted.

The West End Ferry Terminal is a crucial infrastructure project for the BVI to boost connectivity and support the local economy. The Caribbean Development Bank (CDB) is funding the project, having issued its “no objection” in July 2024. Following this approval, the tender process began with prequalified contractors invited to submit proposals.

The new terminal will include a temporary facility, a component agreed upon by the BVI Ports Authority and the Ministry of Communications and Works. The RDA initially set the bid submission deadline for October 25, 2024, but extended the timeline to ensure the proposals align with the project’s high standards and expectations.

The RDA encouraged bidders to use the additional time effectively to prepare detailed submissions. “Bidders are encouraged to follow the guidelines and criteria outlined in the Invitation to Bid,” the agency reiterated in a post on its official Facebook page.

The project has garnered attention for its potential to transform the West End ferry terminal into a modern and efficient facility. It is expected to enhance passenger experience while accommodating increased ferry traffic, which is critical for tourism and inter-island travel.

    This project needs to go back to the drawing board. Otherwise, I predict that the temporary will become the permanent.

    The Virgin Islands are the Virgin Islands. They are not Miami or Dubai.

    By the time the ‘new’ West End ferry terminal is completed we will be able to fly in our personal vehicles to anywhere in the Virgin Islands.

    I am curious and utterly disappointed that the country continues to produce beautiful looking structures but useless for “OUR WEATHER ” conditions. I want to strongly suggest that all buildings must be at constructed at least 4 feet above the ground and they need steps and a ramp for wheelchair accessibility…..
    What will happen to this lovely structure when we have storm surges & 6-foot
    waves or higher
    Please consider the elevation; look at the New Elmore Stoutt High School/ the Eslyn Henley School & compare JOMA new buildings @ Port Purcell. Be reminded that water was in DIGICELL & all those buildings following the Rains in 2017. We need to advise Architects that NO BUILDING CONSTRUCTED AFTER 2017 should be designed to be built flat on the ground. For approval by Town & Country Planning/RDA they must be four feet or greater elevation above ground with proper access. PLEASE PAY FOR CHANGES NOW or like the Traffic Lights in the Roundabout be prepared to pay later……

      Does the BVI have a building Code or Building Policy? That is what should be updated or revised in any instances and not the list of concerns you have typed.

    How much have we spent on drawings and feasibility studies re West End Ferry Dock? A road to St. John might have been cheaper! What of the artificial reef promised since the 1990’s to enhance fishing.

    How about investing in another dock for cruise ships? For a country that relies on tourism it hard to see that the dock can only hold two ships. Invest with sense.
