Smith-Archer appointed RDA’s Program Delivery Director

The Virgin Islands Recovery and Development Agency (RDA) has announced the appointment of Shaina Smith-Archer as the new Director of Programme Delivery, effective June 10, 2024.

With over 20 years of project management and engineering expertise, Smith-Archer’s appointment is expected to significantly enhance the agency’s capabilities.

The RDA said Smith-Archer’s new role involves leading and coordinating the RDA’s delivery programme, overseeing contract and project management, and maintaining relationships with stakeholders. Her responsibilities also include managing the RDA’s project portfolio and ensuring that all projects adhere to relevant protocols and procedures concerning work planning, contract administration, procurement, budgeting, and reporting.

RDA Chief Executive Officer Anthony McMaster welcomed Smith-Archer to the team, highlighting her extensive experience and dedication to project management. “Mrs Smith-Archer’s extensive experience and passion for project management, and by extension the Virgin Islands, will be invaluable as the RDA strives to advance its mission and impact,” McMaster stated. He expressed confidence in her ability to be a valuable asset to the agency, looking forward to her future success.

Smith-Archer’s qualifications included a Project Management Professional (PMP) Certification from the US-based Project Management Institute and a Construction Project Management Certification from the Royal Institute of Chartered Surveyors (RICS) in London. She also holds a Master of Science in Industrial Engineering and Management Systems and a Bachelor of Science in Electrical Engineering both from the University of Central Florida.

Her career in public service has been marked by notable achievements, such as her tenure as the Manager of the Project Support Services Unit in the Ministry of Finance and her role as Project Engineer for the Peebles Hospital Project. Her extensive background in both the Ministry of Finance and the Ministry of Health and Social Development has seen her successfully manage and execute numerous projects.

The Virgin Islands Recovery and Development Agency Act (Act No. 1 2018) established the RDA to implement recovery projects, build capacity, and foster philanthropy. The agency works closely with government ministries to fulfil the priorities outlined in the Virgin Islands Recovery and Development Plan.

    She should’ve been appointed the PS of the Ministry of Communication and Works. The current one doesn’t know if she coming or going. In Canada, they only appoint you as PS if you’re an expert in the field. Here is who you know.
