Strategic plan for BVIHSA in development

The BVI Health Services Authority (BVIHSA) is developing a long-term strategic plan for ensuring sustainability and modernisation of healthcare services across the territory.

Health Minister Vincent Wheatley announced the initiative during a recent sitting of the House of Assembly, noting that the government is prioritising improvements in healthcare infrastructure, financial management, and staffing.

“We are currently engaged in the process of developing a five to eight-year strategic plan for the BVIHSA,” Wheatley told lawmakers last week. He added that the plan seeks to address longstanding issues within the healthcare system and position the authority for the future.

The strategic plan is being designed to improve efficiency and service delivery within the BVIHSA, which has faced significant financial and operational challenges in recent years.

“A strategic plan of this nature is fundamental to ensuring that the BVIHSA remains sustainable and continues to serve the needs of the people of the Virgin Islands,” Wheatley explained.

Following a tendering process, the government awarded KPMG the contract to develop and implement the strategic plan. “I am pleased to announce that KPMG was awarded a contract to lead this crucial initiative,” Wheatley stated. The consultancy firm will provide expertise in healthcare management, financial sustainability, and service delivery optimisation.

Key focus areas

The plan will focus on key areas, including financial sustainability, service delivery, workforce planning, disaster preparedness, and digital transformation. Measures will be taken to establish a robust financial framework, explore public-private partnerships, and identify revenue diversification strategies.

Enhancements in patient care and workforce development will also be prioritised, along with the integration of digital health solutions and innovative care models. Additionally, the plan will strengthen healthcare infrastructure, technology, and emergency response capabilities.

To ensure a holistic and integrated approach, the plan will be executed through three primary workstreams: policy governance and quality of care, service delivery workforce and change management, and performance resource allocation and revenue optimisation.

Wheatley confirmed that stakeholder engagement activities are already underway.

“BVIHSA and KPMG have already initiated stakeholder engagement activities and will continue to seek widespread input to ensure this plan is truly representative of all people’s needs,” he stated.

The government has committed to keeping the public informed as the plan takes shape. “Our goal is to build a healthcare system that meets the needs of our people and remains resilient in the years to come,” Wheatley said.

    Begin at the top:
    1) Dismantle the bureaucracy that stifles efficiency. There is no justification for a nine-member board that becomes paralyzed when two are absent. The notion that seven members cannot move forward in their absence—an excuse offered by an ineffectual CEO—is emblematic of the problem.

    2)Establish clear, measurable goals that must be met at mid-year and year-end across key operational areas—revenue, profitability, human resources, patient satisfaction, and digital transformation, among others. Performance, not process, must be the metric of success.

    3)Conduct a comprehensive review of compensation at all levels and implement a structured accountability system. Performance must be assessed daily, weekly, monthly, and annually. Those who excel should be rewarded; those who consistently fall short should enter improvement plans, with an exit strategy for chronic underperformance.

    Adopt these principles, and the dysfunction within the entire operation will correct itself.

      Stop trying to shift the blame instead of holding your friend CEO accountable, It is the CEO job to come up with the plan and the Minister should overlook it and either add or delete . Vincent is too soft with people like you all , if he was holding their feet to the fire and being tougher people like you wouldnt talk piss. Thats why the white man treat you all the way they do, they understand human nature. This is why there is no accountablility in the BVI because if its your friend then they get a pass.

          Re read what i said – I stated CLEARLY that the Plan should come from the CEO. what about that dot you understand- I was asking why was he invoking the Health Ministers’s name? For what purpose? the plan came from the person who our taxes dollars are paying to come up with the plan. But all their lazy a**es to work. you probably one of those lazy ones to .Helath Minister need to piut a DOGE on you all @ss.
