The more grants we gave, the more residents needed

Fraser

Third District Representative Julian Fraser suggested that residents were dissatisfied in the past when lawmakers still had the power to distribute assistance grant funding directly to them.

This was before the Commission of Inquiry recommended that aid be rerouted through the Social Development Department (SDD).

Lawmakers have repeatedly complained about the red tape that surrounds the new system of assistance grants flowing through the SDD and have commented that it is often insufficient to help those who are most in need.

Fraser argued that elected officials should once again be able to deliver that aid directly to their constituents, but not in the same way as it was done previously.

He described the previous system of assistance grants as untenable and a nightmare and suggested that there were bottlenecks along the way.

“The structure that we were working under was untenable,” Fraser said. “It was a nightmare, and we could never have enough money to give the people because the more you gave, the more it seemed as if they needed.

He continued: “I wouldn’t say ‘want’. I said ‘needed’, and just having an individual making a decision of such, it’s untenable.”

The seven-term legislator said lawmakers didn’t have the proper mechanisms to screen individuals and in the absence of that, would always find situations where someone got more than they should have.

He said there were also times when persons didn’t get what they deserved or needed.

“I don’t have the answer for this problem, but I know the problem exists and what we have right now is not the solution,” Fraser stated.
