UPDATE: Maynard pleads guilty! Cuts deal to ‘cooperate fully’

Former BVI Ports Authority Managing Director (MD) Oleanvine Pickering Maynard, 61, has pleaded guilty to one count of conspiracy to import cocaine in a scheme that also allegedly involved former Premier Andrew Fahie.

She pleaded guilty at the federal court in Miami today. As part of Maynard’s guilty plea, US prosecutors agreed to drop four other counts, including money laundering and racketeering, and will recommend leniency during sentencing.

Maynard faces “a mandatory minimum term of imprisonment of 10 years’ imprisonment, unless the defendant is safety-valve eligible,” it was stated in the plea agreement. No date appears to have been set yet for sentencing.

As part of Maynard’s plea agreement, she has agreed to “cooperate fully” with prosecutors. Fahie’s jury trial is due to start on July 17.

Maynard, in a proffer agreement document seen by BVI News, agreed to many of the acts that were alleged in the initial affidavit, including conversations between herself and a confidential source (CS), who she and her co-defendants believed was a member of the Mexican Sinaloa Cartel.

Maynard, along with her son, 32-year-old Kadeem Stephan Maynard aka Blacka, and the former Premier faced one count each of conspiracy to import a controlled substance, conspiracy to engage in money laundering, and attempted money laundering. Oleanvine Maynard and Fahie also faced an additional count of “interstate and foreign travel in aid of racketeering”.

The trio was nabbed following a months-long United States (US) Drug Enforcement Administration-led sting operation and were later criminally charged and indicted for the alleged offences according to an affidavit from a DEA Agent in support of the criminal complaint.

The undercover operation began in October 2021 when “a DEA confidential source” held meetings in the BVI with “a group of self-proclaimed Lebanese operatives” whose assistance he sought “to facilitate the use of Tortola as a temporary storage port for drugs (cocaine) transported from Colombia via boat, and destined for the United States” and to launder the proceeds.

Former Premier Fahie allegedly agreed to bribe officials managing the ports and airports in furtherance of the scheme, and the defendant allegedly Kadeem agreed to obtain the necessary licenses and paperwork authorising the CS’s vessels to port in the BVI without suspicion.

Maynard’s son was also scheduled to plead guilty today but up to publication time, details have not yet been posted to the court’s online system.

    under very difficult circumstances to save her and her son long prison sentences.

    What she was originally charged with carried a sentence of potentially decades in prison. With this plea I would not be surprise if they give her as low as 5 to 7 years or slightly more.

    If she is not an American citizen, they will deport her back to the BVI after her sentence is completed.

    For the prosecution to have dropped four other counts, including money laundering and racketeering is a big deal as they have taken away charges that could have resulted in significant jail time.

    She must have provided them with very valuable information on Head Coach and agreed to testify to that in court against him along with other information on others who partook in similar activities.

    The prosecution is gunning after Head Coach, who is their big fish target. I’ve said this before and I will repeat. He needs to consult his lawyer if not done so already to decide his next move carefully.

    His faith hangs in the balance. Having the Maynard’s on the prosecution team will not fair well for him during his upcoming trial.

    Now, this case a federal one whereby people sentenced to prison time have to serve their full sentence as no reduction is given for good behavior.

    So whatever time she is given, she will have to serve that fully. If as I believe her sentence will be in the 5-7 year range, she would have already served a year.

    This is a sad case all the way round. Sad that these people betrayed the trust given to them, sad that they betrayed their country, and sad that they put themselves in this position. They made their own beds, and will have to lie in them.

    Now, I would not be surprised if Head Coach changes his plea as well. IMO, he should recognize there is no easy way out of this.

    The damage has already been done. His Premiership is over never to be recovered again. He lost his freedom over a year ago, but it does not have to be forever.

    Own it, move on and try to spend as little time in prison as possible.

    The outcome of all of this is nothing to celebrate. However, there are cautionary tales that we can all learn from:

    Don’t place your hat where it cannot reach. There is no crime in being poor or living within your means. Greed is a bad thing, and will always get you in trouble.

    If you are blessed with a job and it’s not providing you with adequate income, either scale back your expenses, or find you additional legal work to supplement your income.

    Raising children is a difficult thing. We are suppose to teach our children right from wrong; certainly not do wrong with them.

    Finally, when you are entrusted with any form of trust in this case the publics trust by way of elected office or other positions in government, you have a duty to uphold that trust.

    I do not share these people’s shame nor should the country. The vast majority of us are living honest law abiding life’s. Those who do otherwise, this is the outcome: consequences. I wish them well.

She, Fahie and her son only cared about themselves and were happy to introduce a drug cartel into here to kill whoever they chose.
    This money greedy piece of evil deserves no support or sympathy. Her son and her former friend don’t either. They deserve everything that is coming to them and more.

    Now Foy will face the full wrath of the Law. No need for us to be sorry. Thats his choice. He wanted to go down fighting and not be seen as a Rat or sell out…But he missed one thing. Those he is protecting are living like queen and kings, after about 2 – 3 months in the Pit you are Forgotten about. Just hope he ain die in Prison I dont wish or want that for him..Maynards made a good choice, spend about 3 to 5 yrs in Prison and live the rest of her life working and living in America under Feds supervision..

    A sad day indeed when people in leadership positions choose criminality over honesty and integrity. Alas, more complicated for the Maynards if they do not already have legal status in the US. They will be deported back here after finishing their sentence, and would not be allowed to remain there. Nor would they be allowed later to go to US VI since they are convicted fellows. As such, why should they be entitled to witness protection (at tax payer expense)? Even if they are, how long would that last in a small place like this, especially if names from the tape at the time of the bust start to be investigated? Those folks are probably not happy with the idea that they will no longer be able to leave the Territory legitimately, (certainly not to the US) without fear of being on a DEA wanted list. At the end of the day, Maynards et al were all played by the cartel with the promise of easy money. The time old aforism about being willing to do the time if you commit the crime comes to mind. .

    My thinking is/was NOT what I want for her. That’s not my decision.

    The point I was making was that in her decision to make a plea, I am certain spending as little time in prison as possible was the driving force for acceptance of that plea arrangement.

    I’m not here to defend her or her actions, and she arguably deserves time, but that is not my decision. I spoke from her standpoint, what was in her best interest. As I stated she did the best thing.

    After all, she was facing Life vs probably 5-7 years.

    I agree with everything you wrote; however, I am not the judge. As a defendant she is entitled to do what’s in her best interest, not mine or anyone else’s.

Pay careful attention to the u.sv.I and bvi, almost every drug bust over 10 kilos was an undercover operation, just like this one. So what’s really going on, the police selling drugs to people who would not have sold drugs if not enticed by them, or is there actually real drug dealing going on?
