USVI man wanted for murder surrenders to RVIPF


A US Virgin Islands national wanted for first-degree murder has surrendered to authorities in Tortola, months after an arrest warrant was issued in St. Thomas.

According to the Royal Virgin Islands Police Force (RVIPF), 32-year-old Demare Encarnacion turned himself in, prompting immediate notification to the Virgin Islands Police Department (VIPD).

In a statement issued today, March 19, the VIPD confirmed that with assistance from the U.S. Marshals Fugitive Task Force, its Marine Unit traveled to Tortola and brought Encarnacion back to St. Thomas.

Encarnacion’s bail has been set at $1,000,000.

The murder case dates back to October 13, 2024, when 59-year-old Cecil Scatliffe was found unresponsive with multiple gunshot wounds at Kronprindsens Gade, St. Thomas. Less than a week later, authorities issued a warrant for Encarnacion’s arrest.

It remains unclear how long Encarnacion was in Tortola, though reports suggest he entered the territory illegally. Further details on the initial incident and his surrender to the RVIPF have not yet been disclosed.

    I find it interesting that those who kill almost always run from accountability of their actions. They literally always try to get away with it. Never fails.

    In my view, if you are a man/woman enough to pull the trigger and kill someone, be a man/woman enough to turn your self after you commit your evil deed.

    But no, the majority of those run and try to evade justice. Even when confronted, they deny their involvement until they shown evidence in their faces be it DNA or other evidence that they did the crime.

    People who kill others crossed not only a criminal line but also a moral line of no return that they will never be able to live down no matter how long the case remains unsolved. .

    Good they got this one off the streets. That 1 mill bond should hold him.

    One last thing, notice how the accused is handcuffed behind his back; whereas BVI convicts are treated with love gloves in the front.

    It brings to mind a bit of reprieve that one may close one’s eyes for a brief moment during nighttime.

    It is also satisfying that one murderer has done his spirit and society the right thing and turn himself in.

    However, the phenomenon of Spiritual Murder and Destruction are more profound and prolific in these VI’s, and has been so and is on the increase since about 1960. Those murders and attempted murders, however, are outside of the purview of law enforcement.

    Those murders, due to Spiritual Science, Obeah, Witchcraft and or Voodoo, thought equally heinous and wrong go unknown and unpunished.

    Be that as it may, those criminals will never face a day of accountability in mans court of justice, so all can only hope then that some justice awaits the souls of those who commit the ultimate sin and got away with it after they have passed on.

    One can and will hide from man, but never from the eyes of the creator.
