Walwyn flags unfair pay gap for public service middle managers

Opposition Leader Myron Walwyn has raised concerns about the growing pay gap among middle managers in the public service, arguing that the government’s salary review created unfair disparities that risk demotivating skilled officers.

Walwyn said the recent review, led by the Deputy Governor’s Office and conducted by PricewaterhouseCoopers (PwC), resulted in large pay increases for junior officers while providing minimal changes for middle and senior management.

“The way that the increases were given seemed to be somewhat, a bit, unfair to those persons who are in the middle of the scale,” Walwyn stated. “Persons at the lower end of the civil service, in some cases, got 100% increase in their salaries. The middle and the top, to some extent, a corresponding amount was not done.”

He added that the imbalance could weaken morale and leadership within the service.

“You have people who are very senior middle managers who saw little to no increase in their salary,” he explained. “The future of the civil service really lies within the middle management, and you want those brains to be able to make it to the top to help to move the country forward.”

The salary review, which was introduced last year to modernise the government’s pay structure and bring parity with similar Caribbean administrations, has faced criticism from public officers who said it left some staff worse off.

It is not immediately clear how the government plans to address the anomalies and whether this might be done through future reviews.

Walwyn also noted that retirees were excluded from the review, even as living costs continue to climb.

“You can imagine somebody who would have retired 25 years ago still living on that salary that they had, on the pension that they had 25 years ago, but the prices of things are going up every day,” he stated.

He said the Opposition will question the Deputy Governor’s Office during upcoming Standing Finance Committee sessions to ensure the issue is properly addressed.

    On the whole, it is the junior and senior public servants that get the work done. The middle managers do not perform, are obstructive, and are too busy trying to enforce a hierarchy that makes them feel important.

    You cannot have the salary difference of 5000 between someone who has a degree plus trained verses someone who is completely new and has to be trained. Whoever did this review did not do a good job.

    Take a look at what’s happening with the teachers. Some new recruits are getting more pay than qualified, hard working persons who have been in the classroom for over 25 years. Talk about motivation!☹️

      That issue sounds like an error in HR’s application of the raise. For while it seems that the aim was for those in entry level positions to have a proper living wage, over say $26,500 per year, as needed for living in this jurisdiction, the unqualified teacher, without at least a Bachelors Degree can not receive the same compensation as those with a degree and years of service. HR made that error. Now they will have to fix it.

    We now pensioners are waitng for you to do goõd by us former public servants/ emploÿees whom you promised so much but never delivered.

    It all, considering everything, appear very hypocritical from decades ago, you got our vote and todaÿ the huge salary bump ups, while we still waiting for ours.

    To all thirteen, the pensioners need their bump ups also. Give hem noot their decades old earned raises, the pensioners, all must be voted out next election.

      How can we vote out all 13 next election? Speaking out of our behinds isn’t going to help at all. Are you running? I think the VIP definitely does not deserve an opportunity to further lead this country, but that is a different discussion altogether. If we are going to change the entire bunch, Government and Opposition, you will need some really serious persons stepping forward. They will have to be a brand new 13 that have experience in running a $500 million a year business for the Premier and who have serious CEO experience. The Ministers under him should be CEO grade as well, management experince, finance experience, focused with experience and zeal for their subject areas. Then add to that love for their country, the people and the wellbeing of all. Divisiveness should not be the order of the day and someone who can do an excellent job fixing all that is broken in this country starting day 1. Seems to me we have a serious job come next election and the concentration should not be emptying the HOA of everyone there. It should be putting a new Government in place with a strong Opposition on the other side who care about country and knows what the hell their remit is.

    Interesting how the usual defenders of Hon. M. Walwyn on GBM have suddenly gone silent. Even his most loyal supporter from up country can’t find a word to say. Looks like people finally realizing all that talk was just cover while quiet deals were being made. Maybe the real question is whether unseating Skelton was ever about leadership—or just about the salary bump. Who knows with that guy.

    The members of the opposition including Fraser anr Lorna had the opportunity to change the Government but ALL of them were POWER STRUCK
    They did not want to give up their differences and work for the GOOD of the people as they tattle grom lying lips

    If all of them so love country some deal could have been made amoung them

    Imagine a teacher with over twenty years of experience and a master’s degree was started at the same scale of a teacher with less than ten years experience and a bachelor’s degree. That’s the height of wickedness. Then the CEO promoted her friends so they’re not a part of the unfair treatment in terms of salaries.

    Where their inhumane treatment of people they hated was pure heartless unadulterated evil.
