Why the public is rejecting new Acting Police Commissioner Ullger

Public anger is mounting in the BVI after Governor Daniel Pruce announced that former Gibraltar Commissioner of Police Richard Ullger will be appointed Interim Acting Commissioner of Police, replacing Acting Commissioner Jacqueline Vanterpool, who will revert to her post as Deputy Commissioner later this month.

The decision, announced last week, has ignited controversy across the territory, with many Virgin Islanders condemning what they see as a blatant snub of a capable local officer in favour of a UK national who has faced serious allegations in recent years.

Ullger, who served with the Royal Gibraltar Police for nearly four decades, has been investigated by the UK’s National Crime Agency over claims that he shared sensitive police information with the wife of a defendant in a criminal case. Reports also suggest his name came up in court proceedings involving alleged data breaches within the police force. While Ullger has denied wrongdoing and was not suspended during the inquiry, the allegations have left a cloud over his reputation.

Many residents argue that it is deeply inappropriate to install someone under investigation in a leadership role within the Royal Virgin Islands Police Force (RVIPF), especially when Vanterpool — who has no such allegations — has acted in the top job for more than a year and was reportedly recommended by the Police Service Commission for permanent appointment.

Bishop John Cline, a prominent clergyman along with other well-known members of the community have gone further, calling for public protest outside Government House. Residents are expected to march on the Governor Office this afternoon around 3 pm.

The backlash reflects growing resentment over what many see as colonial overreach in local governance, even as the elected leaders gear up to pull greater control from the clutches of the UK in incoming constitutional negotiations. Critics say the Governor’s choice of Ullger, a foreigner with a tainted record, sends a damaging message to local officers who have worked hard to earn senior positions through merit and service.

Supporters of Vanterpool describe her as a trusted and transformational leader who helped bridge the gap between the police and the community. Her removal, they say, represents a setback for both local leadership and further evidence that the UK does not care about the the voice of BVIslanders as they continue to rule over the territory.

Governor Pruce has defended his decision, saying Vanterpool’s acting appointment was always temporary and that appointing Ullger as Interim Acting Commissioner will provide “continuity and support” while the recruitment process for a permanent commissioner continues. His office has also noted that the position will be funded by the UK government.

Still, the explanation has done little to calm public anger. For many Virgin Islanders, the optics are stark: a local officer with an unblemished record has been cast aside for a British appointee whose own tenure abroad is marred by controversy.

    The public isn’t rejecting the new commissioner. A group of the usual loud, empty-barrel racist xenophobe populists are. The average member of the public is silent on the matter. They see the corruption and ineptitude, and agree that the first steps are competent leadership and comprehensive vetting.

    I don’t care what colour, race, creed, nationality, etc, the new commissioner is. I care if they are the most qualified person for the job. A lifetime of law enforcement in the BVI simply doesn’t bring the necessary experience.

    I’m sorry you are getting this poor welcome to the BVI, Mr Ullger. This is not our culture. You are being penalised for something that has nothing to do with you.

      As, history has taught all that is different from their lot that where ever they went followed hatred, oppression, murder, extermination, genocides, destruction, looting, stealing, indoctrination, death and denial of truth when confronted.

      May time soon come to change that paradigm, and may God bless these islands and their people, who have survived centuries of evil perpertrated upon them and we are still here, and will be after the evil ones have become an historical forgotten foot note.

    What kind of effective person in a commissioner’s position would not have to fend off character and professional attacks? If they are effective, people will target them. It’s the nature of their business. Did he have his day in court? Was there an independent investigation? Was he convicted?

    My problem with the process is not the who but the how.
    Miss Vanterpool was not owed the JoJob, as she was only a place holder, should she be given a fair shot as an applicant yes she should, what I am unable to understand based on the information, is that one actor was be removed to put in place a more costly actor, why not leave the first actor in place until a final appointment is made. Then we would all be clear as to what we are trying to accomplish.

    Sooo these VI for ? reasons are at each other as is now a practice debating and arguing arguing on suufferation about who should have the duty and misplaced honor of containing the puke that has been and continues to be washed up on these not too long ago pukeless shores.
    Solution:
    DISCONTINUE the LEAKYBUCKETS of puke COLLECTING.
    There is no honor or coins worth having in collecting and maintaining foreign puke in an effort to not have contamination with golden non disease affecting necessary and substantive world necessities for clean and necessary living in these VI.We were better without the Pukes. Dump the puke.

    honestly, I think the acting commissioner was/is doing an excellent job and deserves the position and do hope she gets it. But let’s be real, people are only protesting now because it feels like a black vs. white issue. Where is this same energy when it comes to the real problems affecting us every day?

    Why don’t we protest about how our tax money is being spent on parties and trips instead of improving the country? Why is the minimum wage still so low? Why is the cost of living so high? What about better systems for our seniors or more programs for our young people after school? Greedy Bill, Roads, Infrastructure, Education, Tourism, Bank of Asia and the list can go on.

    We need to start standing up for more than just one issue we need to stand up for the overall betterment of the Virgin Islands.

      Vanterpool was a placeholder hence acting COP. She was amongst persons who applied for the top job. How did she fare in that process? I hope the PSC have that record and publish same to satisfy the public interest. Then we can see why they recommended her elevation (Confirmation). They advised the governor and he made a decision, which is his prerogative. This is not a pageant, clearly incidents have increased and need a firmer hand at the helm. Ms Vanterpool has not been demoted she’s return to her position. Why’s the PWA is getting involved?

    We are all here getting in our feelings while peoples lives and livelihood and careers are at risk. This should not be about race, even if it plays a role. It’s about wrong and right. The new commissioner should be tried before taking on such a role indeed,especially where we already have issues of greed,corruption and dishonesty yes. But in the meantime why remove someone if they have no major faults? Please focus on the situation in front of us instead of having personal disagreements with each other.Deal with that one on one, face to face be men or women about it. Not throwing shade, just looking for answers that makes sense right now.

    No one knows anything about what went on behind closed doors but Natalio D. Wheatley jumped at this to come again with his Colonialism BS most likely he knows what went down but it’s his chance to come again with his independence BS while everyone is up in arms about Acting Commissioner of Police.
    There is a reason for the sudden change even if you ask a question you won’t get an answer.
    What I would like for the public to be able to do is to take their discontent and translate it into meaningful support for constitutional change because what the Governor is doing is based on his constitutional powers, and over and over I have expressed to the people of the Virgin Islands that we have a right and it is a human right to determine our own destiny. This is what Natalio D. Wheatley had to say.
    This is all this cl*wn is interested in if we were to go in depend we will be worse off than we are now especially under this government they are the worst thing that has happened to the BVI in many years.
    If you think we have crime now it will be ten times worse if we were to go in depend the BVI would be worse off in many ways, why doesn’t Natalio D. Wheatley call for a referendum

How so? DCP Jacqueline Vanterpool was appointed by Pruce to act as ACoP. Now, Pruce with a straight face and fake snake in the grass smile is telling the BVI people that he needs to rescind Vanterpool appointment as ACoP to retired CoP of Gibraltar as ACoP of the BVI to provide continuity the recruiting process, which Prude has interfered twice is completed for the CoP position. He really takes the BVI people are some simpletons, cunumumus, rass holes, etc. He thinks that getting the Foreign, Commonwealth, and Development Office to fund Allger’s ACoP salary sanitizers the sinister plot of getting a white Briton to fill the CoP position. The BVI people through scattering, disunity, appeasing, meritorious manumission, brown nosing, ass kissing, etc, have planted, fertilized, watered, etc, the seeds for this egregious attitude and behavior. The BVI people better quickly awake from their deep sleep slumber, for when they awake the BVI will be fully gone; they are losing it slowly. Well, they are in fact losing control rapidly.

What ever happened to all of those Constables, and Sergeants and Station Sergeants and Inspector of Police and Chief Inspector of Police and Deputy Commissioner of Police and Commissioner of Police that were local born BVI Islanders? Be careful with the relationship and the friendship with the UK Parliament and the UK Prime Minister. Protect the cruise ship industry and the tourism industry and the hotel and restaurant industry and the hospitality industry in the BVI. Protect the Offshore Industry and the Banking and Finance Industry in the BVI. Be careful that the BVI do not collaspse. Be careful in which direction the BVI is headed.

    The UK will never perceive locals as equals or as individuals worthy of the same respect and autonomy, because their worldview is rooted in a deep-seated colonial mindset that thrives on domination, hierarchy, and the illusion of cultural superiority. To them, respect is a privilege reserved for those who look, speak, and think as they do. The locals become shadows in their own homeland-spoken for, studied, or saved , but never truly heard. This mindset blinds them to the humanity before them, turning empathy into condescension and curiosity into control. It is not ignorance they carry, but entitlement dressed as enlightenment -a relic of empire that still speaks through their actions, even when they want to appear to be helping.
