Consultant coming to boost RATED programme

Tortola, British Virgin Islands.

Premier Dr Natalio Wheatley said a consultant is expected to join the government’s RATED programme soon as it continues in its efforts to stimulate employment in some sectors of the territory.

Premier Wheatley gave that indication at a recent press conference where he was asked about his government’s efforts to address the current slump in the economy.

The government’s Registration Apprenticeship Training Employment and Development (RATED) programme, which was launched last November, was introduced after its procurement practices had come under heavy scrutiny in the wake of the Commission of Inquiry and concerns were raised over the way in which bush-cutting contracts, in particular, were being issued.

“We’ve introduced the RATED programme which have provided some opportunities to individuals and very soon we’re going to be getting a consultant for the RATED programme that will help to be able to design programmes and evaluate programmes and monitor programmes that will help with workforce development and placement,” the Premier said.

Premier Wheatley said while his government is happy that there is activity taking place in some places such as Peter Island, with future developments coming at Beef Island, Norman Island and Nanny Cay, among others, his government wants to see even more economic activity.

“Our economy continues to produce jobs. We produce… hundreds of work permits which are issued every year,” the Premier said. “So some of our challenges are not producing jobs, some of our challenges are ensuring that persons who are in our community and in our economy are able to access the jobs which are available.”

He said this requires people to become skilled and also the necessary employment programs in place to develop those skills.

The Premier previously shared that the RATED programme’s introduction was meant to be much more than an outlet to give contracts for roadside beautification exercises. His message was also echoed by Deputy Premier Lorna Smith, who urged businesses to do more in supporting the government’s initiative to have more persons employed under the programme.

    How many ‘consultants’ is this government going to hire? We have gun problems, education problems, border problems, immigration problems etc., and all we are doing is hiring consultants who give no solutions! Nurses, teachers and other professionals are running pell mell out of the country because of low wages, poor working conditions, ill treatment by supervisors etc. Put the right public servants in the critical jobs and not your friends and family and there would be less reliance on consultants!

    Natalio has OJ Smith in his office who was head of Trade and head of Small Business Bureau. You’re telling me this isn’t something that OJ or someone else here can do? We don’t need a f**king consultant, what we need to do is go back to the program that was met by VIP in 2019 and WAS WORKING FINE. The program that Ms. Rochelle Lawrence spearheaded. That was a proper jobs/training program that yielded results across sectors and was totally dismantled by VIP because it was deemed a ‘Myron’ program. The RATED scheme is simply a glorified bush cutting system that has no real value for the participants. We are really f**ked in this Territory, totally F**KED!

    Please don’t do the usual thing of hiring a consultant and then placing the report on a shelf to gather dust. We are good at hiring consultants. Not so good at actually implementing their recommendations…..

    Can’t you see what is happening. RATED is to achieve that 1000 jobs in 1000 days but the plot twist is that it will be 1000 temporary jobs. They never defined what qualifies as a JOB so technically…..a 3 day job is STILL a job for the statistics…haha. These people really think they clever but they should consider that most are 5 steps ahead and just waiting to be proven right!

    Hm. I wonder how I can get this favored person on a payroll without turning heads. How can I justify them travelling with me to ‘learn alot’. They HAVE to be a consultant but of what? They not too smart but they know how to look busy. Aha! The idiotic bush cutting program. The BVI people will soak this one up as legitimate for sure. They will never think we already have a HR department, a training division, a PWD. I smart mehson! Let me get it out to the press right away. That’s my day’s work over for today. Tomorrow is another day, another dollar!

    If this human don’t start moving with sense he will lead this country to its non existence. Look at the two things the governor is pushing for: 1) introducing a police act that infringes upon human rights; 2) suspending the constitution. What is one plus two people? In countries where they lost their identity as a nation (no constitution) and became subject to cruel mistreatment by police/military (amended police legislation), are they not under a system of apartheid? The people have no rights and are being treated however the police decide is reasonable that day. This is the wording of the police bill. Whatever is reasonable in the eyes of the police should not be questioned. Must it be spelt out? I beg that human to do his job with sense or pass the mantle on to Marlon or somebody else who have sense and is capable. We been in reverse gear too long and soon we will be led to the ‘point of no return’, which is the actual name of the place in africa where the people went from being free to being enslaved.
