Deputy Governor is responsible for late increment payments

Host of the Talking Points radio show Damion Grange has posited that Deputy Governor David Archer should take responsibility for the late payment of civil servant increments — a matter which has caused some public servants to grow restive.

Recently, Deputy Governor Archer said the government is halfway through the payment process and added that the delay is because some government departments have not submitted performance reviews for public servants.

But Grange said the Deputy Governor’s Office should have ensured that appraisals were being done and submitted on time every year.

“Persons have not done performance appraisals for quite some time and now they are trying to jam all of these through in order to support the justification of the increments,” Grange said. “Performance appraisals and anything supporting the payment of increments should have been done up to this point — there is no excuse.”

Grange continued: “If the Deputy Governor is not being held accountable, he needs to hold who is supposed to be held accountable. But here he is throwing the entire public service under the bus, saying paperwork is what is slowing up the process. But the Deputy Governor should have ensured that paperwork is up-to-date.”

Public sector workers have been calling for their increments to be paid for some time now and some are owed payments from as far back as 2018.

It is not clear why the increment payments were delayed as leaders continually shift the blame whenever the question of delayed payment is raised.

Last week, reports surfaced that a number of public officers were planning to take strike action due to various issues including the non-payment of their increments. The Premier said he has met with some groups and have given commitments to address their concerns.

Recently, Governor Rankin questioned why the increments were left to be rolled out after the April 2023 general elections, noting that this is something he will leave others to make a judgment on.

    This is what I have been saying as well. If these evaluations were done in a timely manner every year, then this issue would not be. You mean to tell me that only now (after 5 years) that some departments are doing appraisals? Department heads should have been held accountable every year to submit their staff evaluations. This is very distasteful as a country that our government is slacking on areas like these when private sectors make sure that they do their evaluations and give bonuses and pay raise. We have come to the point where only some people with titles and (who you know) can get away with stuff. I love the BVI though it is not perfect as any other place but WE CAN DO BETTER!!!!

    I do agree that the Deputy Governor should have ensure that every year, each department head carry out their duty by conducting yearly appraisals. Why now after 5 years we are learning that some appraisals are missing or that some departments did not submit or complete their staff appraisals? That is foolishness. The BVI government can do a lot better than this. I am sure that private sectors (which some I know of) do their yearly appraisals and give what is due to the staff for their hard work may it be bonuses or pay raise. It is very distasteful that one has work hard here in the BVI in any sector and cannot get what is due to them but others can due to their title, favoritism and “who they know”. I do hope this issue is resolved and moving forward, they take the necessary action to prevent this from happening.

    To the leaders in Education and HR, Deputy Gov. and other. Please read and hopefully act. I have been waiting to receive my increments for well over close to fifty years now. I have been retired for a long time and still no increments have come. I am still being owed. That is wrong.

    It is morally wrong. To have any one work their entire life and not pay him/her what is due her/him is a crime against her/his humanity.

    What is the rational justification for their moral judgments? I have taught for three decades plus. Moreover, I was deliberately denied increments for eighteen of those years. When that evil was finally corrected, God bless the angels who did, it was nowhere close to what I would have earned in actuality. The few pennies have since been eaten up by the high cost of living.

    Today I am close to begging bread. Today, I watch and wait for my increments owed. Today, I watch and wait as those same people who kept me in oppression are still keeping me in oppression, while they eat from butter from both sides of their bread. But God don’t sleep!

    Hence, sit is now going close to fifty years that increments are still being owed to me.

    This is antithetical to decency, fairness, Godliness ethics and good morals.

    Where is the moral compass of the people in leadership?

    Where does one who has been ravaged financially throughout his entire teaching career find patience from in his sunset years?

    There are two groups of civil servants, the active and retired. The most vulnerable are the latter. The group I am in. They can’t access foodstuffs and essential commodities because they have not the financial means.

    Yet those in leadership seem to care not about retired, the vulnerable are us. We care not who is not submitting appraisals, our work has long been done and our appraisals has long since been submitted, but were not paid. Please pay us our due earnings.

    All I will say if the civil servants don’t want to get their money that is on you. I know I will get what is mines. By will or by force. Archer don’t care about the civil servants. We have to do what is needed to hold whoever accountable. Stop looking for hand outs and start demanding what belongs to you.

    I agree that Archer should be held responsible for not holding Heads accountable. He dropped the ball and now he is expecting the workers to be patient. Who is he accountable to? The Governor also needs to be held accountable for not holding Archer accountable. You can’t be preaching one thing to the Ministers and then doing what you want. The service broke from top down. Fix it fast or we walking out.

    Retirees have no recourse they cannot strike. They are they cast aside and cast away.

    They are not paid for decades on end hoping they would fade away and die, it is believed.

    Are people in who God has placed in high places to look out for the most vulnerable and needy among the folk in society would actually think like that?

    Well yes, there are quite a few in critical life and death positions, and we know them personally.

    He who has lived in hell knows of the constant burning fire. But, everyone makes her/his own KARMA. That is fact.

    So they can continue to treat the helpless and vulnerable as harshly as have been doing all the years, as their day of KARMARIC RECOGNING will come, as sure as air will rise.

    With Performance Appraisals not being done in 5 years, Heads of Departments would be rating staff and inputting random comments just to get it done ’cause there’s no way they could remember what every staff did from Years 1 – 5.
