Fraser highlights VI’s marine efforts at UN Ocean Summit
Deputy Premier and Minister for Natural Resources and Climate Change, Julian Fraser, represented the Virgin Islands at the third United Nations Ocean Conference (UNOC3) held in Nice, France from June 9 to 13.
World leaders, scientists, youth delegates, and private sector stakeholders gathered at the conference under the theme “Scaling Up Ocean Action Based on Science and Innovation for the Implementation of Goal 14: Stocktaking, Partnerships and Solutions.”
Fraser delivered the official national statement on behalf of the Virgin Islands during the plenary session, titled “Ocean Action in the Virgin Islands.” In his address, he highlighted the territory’s marine conservation efforts and environmental policies.
“The protection of our marine environment is not only about sustainability — it is about survival and generational stewardship. The Virgin Islands is taking deliberate and bold steps to protect our marine ecosystems, strengthen climate resilience, and build a sustainable blue economy,” Fraser said.
The Deputy Premier also participated in multiple sessions and side events, including one hosted by the Global Island Partnership (GLISPA), where he spoke on “The Outsized Role of Conservation Trust Funds in SIDS in Accelerating SDG 14.” He also presented on the work of the Trust for Virgin Islands Ecosystems.
Fraser also addressed the regional challenge of sargassum during a dialogue on “The Sargassum Crisis in the Caribbean.” He called for greater regional cooperation, early warning systems, and stronger local response capacities to tackle the issue.
He also shared updates on the territory’s implementation of the PROMAR framework—Prevention of Marine Litter in the Caribbean Sea—with a focus on initiatives such as the We Recycle Programme, carried out in partnership with Green VI.
This programme has already diverted more than 8,800 tonnes of plastic, glass and aluminium from harmful disposal. Expansion of recycling infrastructure is ongoing, with facilities operating in Tortola and Virgin Gorda. Composting and material recovery facilities are also being planned.
The Ministry of Environment, Natural Resources and Climate Change said it aims to establish sound stewardship of the Territory’s resources and to build a viable land and marine economic system guided by sustainable management practices.

What is he talking about? Green VI might be doing a great job I’m sure. But what about the coral work that NPT is doing? No mention? How about the actual cleaning of debris from out of the ocean by Chris Juredin and his NGO? I’ll bet he doesn’t even know about those efforts. What about all the dirt being pored over coral and actual spawning sites for lobsters and fish in an effort to increase people’s personal land holdings? He doesn’t know his a** from a hole in the ground. But he got a trip somewhere. I hope he went first class.
Nobody seeing all the dirt and stones been thrown in the see and on the mangroves and coral from stones on the mangroves by Lobster Farm near Beef Island Bridge to the derelicts car dump residents and tourists alike pass daily by car or luxury yacht or ferry to the Pockwood Pond pushout and fill in to pretty much all around Road Town and not to mention what someone did to Seacows bay.

@fraser! Ha! Ha! I defending natalio Wheatley, you see all these trip he sending me on, and remember he did send Marlon Australia once to see the kangaroos and boycott the no confidence motion, he is trying to take Myron on trips to muzzle him, but I believe Myron will turn down his travel offer.
