Fraser rips into BVI’s effluent-filled streets! Says USVI does better

Sewerage at Road Reef on Tortola (October 26, 2021)

Third District Representative Julian Fraser has taken aim at the poor state of waste management in the territory, particularly given the amount of effluent seen running in the BVI’s streets.

The legislator said it was always an issue that plagued the territory but suggested it was allowed to become so pervasive due to a lack of proper planning.

“The issue of effluent waste running off from people’s homes, into the street and in many cases on to other neighbours’ properties; it has to stop,” Fraser said in the House of Assembly (HOA) recently.

According to Fraser, the issue has persisted in all electoral districts over the years, despite complaints from residents to the Ministry of Health and Department of Environmental Health.

Fraser said while the issue does not come from the Environmental Health Department, it ends up being their problem.

“It’s a problem of design. If the Town and Country Planning or Land Development Control Authority would stop people from building their homes and properties and buildings so close to the main roads where there is no provision whatsoever for them to build a proper septic tank and [treat] effluent waste, this problem would go away,” Fraser argued.

He continued: “All they need to do is look to our next-door neighbour, the US Virgin Islands that has proper guidelines for anyone who wants to build. You don’t see this happening in St Thomas because there are proper guidelines.”

He urged residents who walk and encounter any sorts of liquid in the streets to steer clear.

“If you see water in the street, avoid it. It’s not potable water. It’s effluent,” Fraser warned. “We have to address this matter.”

Fraser further suggested that the government may need to explore the option of investing to fix the problem and later charge homeowners a fee. He hailed this as worthwhile soultion since the problem has become a health issue.

He just woke up the big architect from NY. How long you been in Government Fraser. Why didn’t you speak of this all the years you are a Minister. Now when the stealing is over you decide to open your mouth? You are a waste just like what’s running down the streets.

Perhaps we will add cholera to our similarities with Haiti?

It makes you wonder what happened to all the government revenue generated since the mid 1980s. I wonder how it was spent?

With those massive budgets every year for a small population you would have thought it would have allowed us to have good infrastructure, like sewerage, roads and education. Oh well…

Only now you notice? For the record, you need a septic tank AND a leach field. And septic tanks need pumping out every 3-7 years depending on use. Any thoughts about that Mr. Fraser? And, yes, septic waste management is a health issue. This has been known since about the 14th century.

Just knock down all the concrete, metal and wood buildings built too close to the roads. No problem. Plenty of them in D3 with none or inadequate septic systems with drains into/under the roads and eventually the sea.

Who are you complaining to? You were and is in a position to do something.

Get a d** asphalt truck with two or three people and there sole job is to fill in holes. The issue is that you all ignore the small holes until they get to big for spot filling.

Setup an avenue for people to report……We have to stop complaining and DO SOMETHING my brother.

Fraser has been aware of the issue at Road Reef for two plus years. He did call and have the minister look at the situation, then ignored the problem till now when he needs some public goodwill?? I want a representative who will be persistent at resolution, not just with “sound bites”

    • Where? says:

All Road Town sewerage lines need replacing. What did BiWater do? He signed with BiWater even there was a contract in place with another company, costing the BVI 20 Million in breach of contract. Wondering about the reason to sign with BiWater, what profit is made there when we are paying for water and supplying the Electricity free.

  14. Mr Green says:

Mr. Fraser is correct that this country has misspent many millions of dollars on this problem of Sewage. The liquid in the street in INFLUENT. Effluent is the partially of fully treated liquid coming out of a Sewage Treatment Plant. He is correct in that it is quite dangerous in its Influent stage.

And what exactly does he do for you and for his District? We should be seeing it, unless everything he does is invisble. Because if all he does is hand out Government’s money to who go bawling to him, well any damn body can do that, can’t they? We need serious politicians and it has to stop, this foolishness that is going on. If there is need for help with cost of living in this country, create programs and the proper infrastructure to reach out to the needy and bypass the greedy, please and thanks. This man lived overseas for years and he still have no damn idea how to upgrade a small district? Sickening man. Plant some damn flowers, something.
