Gov’t to establish COI Implementation Unit by July 15

Premier Dr Natalio Wheatley said the government is in the process of establishing several committees and units that are expected to help with the process of implementing the Commission of Inquiry (COI) reforms for the territory.

Speaking at a press conference last Friday, the Premier said the is a COI Implementation Unit which will be up and running by July 15, 2022.

Dr Wheatley also noted that the United Nations Development Programme (UNDP) Office here in the territory is supporting the government’s efforts in this regard.

“Toward this end, we have established an internal Steering Committee to help guide the implementation process. The Steering Committee is comprised of all five Permanent Secretaries, the Financial Secretary, Attorney General and Director of Strategy in the Office of the Governor. It is Chaired by Permanent Secretary in the Premier’s Office Mrs Carolyn Stoutt-Igwe and will help to keep implementation on track. Work on the development of an overall work programme and implementation schedule to deliver the reforms is underway,” Dr Wheatley said.

“The ministries themselves have developed reform implementation plans based on their responsibilities contained in the framework for implementation of the COI report recommendations. Each has completed a report on their work thus far. In addition, quarterly updates from statutory boards have been submitted,” the Premier added.

He noted that a Reform Committee has been established in the House of Assembly and a legislative schedule for implementation of reforms has been circulated to members.

“We are making good progress,” the Premier said.

    Committees are not always ineffective. However,if they are made of the same individuals who are part of an ineffective system for many years, then they might be a complete waste of time.

    Government could have reached out to the private sector for their contributions and a new perspective on good governance.

    Committee’s made up of members of the ruling families that are the essence of the problem in the BVI. This all will result in the same garbage that has been going on for 50 years. Every first world government that isn’t racist has ALL people of every color, Muslims, Christians, Jews, Hindu, Buddhists, etc which provides a wide range of intellect and views for the common good. In the BVI we have intermarried first cousins like Slow wandy running the government. UN please make note of this when the Wheatley’s come crying.

    It is all smoke screen. No real effort to produce anything concrete. No reports of actual results – just talk of plans. This is a strategy to delay and do nothing while giving the impression that you are trying to do something. Those who understand ineffectiveness sees through this ploy – none more so than the British, whom I might add can write a book on how to deal with ineffectiveness and those who think they are smart. To beat the British at their game – one need to be actually smart – not pretend smart.

    I believe all non profit and profit organization should become involved in the solutions. THe people who sat and see the problems are now able to find solutions or lead people into solutions.

    I am glad the UN Development Programme is involved in assisting, as if not all most of the problems infringed on the Human Rights. For many years
    government workers were telling the people that its a privilege to become a belonger or register as a resident, they were actually formulating policies to marginalized the foreigner workers.

    It is a good thing some of those workers , just leave the lying dog to sleep, and they did not return to their countries and made complain to their foreign minister.
