Guy Malone elected Caribbean Utility Regulators chairman

The Telecommunications Regulatory Commission has announced that its Chief Executive Officer, Guy Malone, has been elected chairman of the Organization of Caribbean Utility Regulators (OOCUR), marking what officials described as a significant achievement for the Virgin Islands.

Malone was elected during OOCUR’s 20th Annual General Meeting in Trelawny, Jamaica, which formed part of the organisation’s 20th Annual Conference. His appointment took effect on April 30, 2026.

According to the TRC, Malone will now lead OOCUR’s General Assembly and Executive Council while helping to guide regional discussions on utility regulation, policy development, sustainability, innovation and regulatory cooperation throughout the Caribbean.

“It is truly an honour to serve as Chairman of OOCUR during such an important period for the Caribbean,” Malone stated. “As a region, we continue to navigate significant developments in digital transformation, energy sustainability, climate resilience, and regulatory modernisation.”

“I look forward to collaborating with member regulators, regional stakeholders, and international partners as we continue to strengthen utility regulation and support sustainable development throughout the Caribbean,” Malone added.

The TRC said the BVI’s assumption of the chairmanship demonstrates the territory’s continued commitment to regional leadership and cooperation in the utility sector. The commission noted that the role would require collaboration among local stakeholders as the territory contributes to regional discussions involving telecommunications, electricity, water and wastewater regulation.

The commission also said the BVI Electricity Corporation, the Water & Sewerage Department and the Ministry of Communications & Works are expected to support the territory during its tenure as chair.

OOCUR, established in 2002, represents utility regulators from 16 Caribbean jurisdictions and promotes independent utility regulation through research, information sharing, training and regional collaboration.

The TRC’s announcement comes as the BVI continues to expand its participation in regional organisations and regulatory bodies. In recent years, the territory has increased its involvement in Caribbean discussions surrounding telecommunications reform, digital infrastructure and utility oversight, issues that have also featured prominently in local policy debates.

The newly elected OOCUR executive board also includes representatives from Bermuda, the United States Virgin Islands, St Kitts and Nevis, St Maarten and St Lucia.
