HLSCC, Malta ink five-year research partnership

The H Lavity Stoutt Community College (HLSCC) has signed a five-year memorandum of understanding with the University of Malta to strengthen collaboration in research, academic exchange, and institutional development, with a focus on small island developing states (SIDS).

The agreement was signed by HLSCC President Richard Georges and University of Malta Director Alfred Vella. It establishes a framework for joint work in areas affecting island communities, including climate resilience, tourism, healthcare, agriculture, and the blue and green economy.

According to the announcement, the partnership reflects a shared commitment to strengthening research capacity, expanding educational opportunities, and generating practical solutions for the unique challenges faced by small island territories.

HLSCC said the collaboration aligns with its broader mission to enhance research and development in the Virgin Islands by drawing on international expertise and best practices from other SIDS. The college noted that the initiative is expected to support evidence-based decision-making, inform policy development, and improve resilience and sustainability across the territory.

Under the memorandum, both institutions will engage in knowledge sharing, student exchange, capacity building, and joint development initiatives. The areas of cooperation also include telecommunications, fintech, logistics, and cultural heritage.

Georges welcomed the agreement, stating that it advances the college’s long-term objectives. “Together with the University of Malta, we will generate knowledge that serves the Virgin Islands, the wider Caribbean, and small states worldwide, translating research into policy insight and real community impact,” Georges stated.

Vella also underscored the importance of the partnership in addressing shared challenges among island nations. “With a tradition of scholarship spanning over four centuries, the University of Malta is proud to partner with HLSCC to tackle shared small state challenges,” Vella stated.

He added that the collaboration would focus on issues such as climate resilience and economic diversification while creating opportunities for students and researchers. Vella added that the joint work will strengthen evidence-based decision-making and open meaningful academic and professional doors for learners and researchers across both institutions.

The agreement comes as HLSCC continues to expand its international partnerships and research footprint, particularly in areas linked to sustainable development and regional growth.
