Institutional knowledge not lost in axing all board members — Premier

Premier Andrew Fahie has argued that statutory boards do not lose their institutional knowledge in cases where all members have been asked to resign; as his administration did after winning the February 2019 General Election.

According to the Premier, this institutional knowledge rests with public officers, who also serve on these boards as ex officio members. The Fahie administration’s position on the matter is that all board members, except those who are ex-officio, should be made to resign whenever a new government gets elected.

The Premier argued that in any well-oiled machine of government, the ex officio officer is seen as the ‘linkage’ between any old board members and new board members.

“They will have all the institutional knowledge of what took place, and they are the ones now to furnish it to the new members,” Premier Fahie said during an appearance before the Commission of Inquiry (COI) on Tuesday.

He continued: “I would say, in retrospect, we would agree to leave on a few more persons. But if you ask me to explain this in terms of, ‘if you remove everyone, that’s the end of the institutional knowledge, I cannot agree with that, theoretically, because there’s a continuum inside of the public service.”

Former board chairman held opposing view

Last week, former Chairman of the Climate Change Trust Fund (CCTF) Board, Edward Childs, appeared before the COI with a completely different view on the matter.

According to Childs, it was impractical to sack all members simultaneously, as this would remove a significant amount of the board’s institutional knowledge and collective expertise in one fell swoop. 

“If I had been asked to step down, I would have no issue with that at all. But I think we just felt that it was wrong for everybody to step down at the same time,” Childs stated when he appeared before the COI.

      F*t A and the rest of his Ministers and cronies need to be sacked just like he did to the statutory boards It’s coming F*t A!! Sir Gary clearly understands who you are and what you and the Dishonorable Ministers did. You are all going to be sacked. The COI decision is clear. The only reason to continue hearings at this point is to clarify the criminal activities which is coming up soon. Watching the COI on YouTube is the best entertainment I’ve watched in a long time. Hope the criminal proceedings will be televised as well.

      Claiming he a man of the people cos “ that’s how we does do it here” is childish. In Afghanistan they don’t have a culture of equality for women. Does that mean it is right and legal?

      Two things can be true at the same time. He was right; there was corruption in the NDP admin (See The Cruise Ship Development and BVI Airways fiascos). It is also true that he is just as c****pt and incomplete as his predecessors.

    You should be ashamed of yourself and hide your face in shame. How can you allow the children of JOST VAN DYKE to go back to school in such deplorable conditions. You send those children back to school in a hazard area. Would you send your children back to school in such dangerous conditions? Mitch, as a parent, I am begging you as District leader to please look into this. Our children deserve much more than this.

      Mitch has looked into it, many times. He made an appeal before the HOA prior to the start of the school year on this exact issue. Mitch is fighting for his district, unfortunately the administration is not.

    Ok. If you think the knowledge has not been lost, how come the country is in the state that it is in? How come the statutory boards operating different after your arrival?

    If your Gover me the is green why remove the senior people who can assist you? Why why why?

    The Hon. Premier has lost his mojo it seems. He appears to be well off his game lately. Here he is claiming that he is a YOUNG Government, new Government with only him having served as an elected official previously. All this considered and his first goal was to revoke all board appointments, as opposed to learning about each board, how they function, what their goals are to see if they’re aligned with his, share his goals and see how things go for atleast 6mths. The fact that the boards were axed weeks after election shows that it was his intention to play full politics once sworn in and now it has backfired. How can you play victim claiming to be a young inexperienced government (which is obvious) but you never once sought any assistance from the sitting boards on the way forward for the Territory? You are f**king c***upt.

    The Boards as AF appointed them have zero knowledge to begin with! None a them know a darned thing about any of the Board’s they are on. So if they are sacked no knowledge is lost. The institution knowledge is with the actual employees and senior managers. These boards are dumb and clueless. So sack this set too.
