Local companies targeted while Bank of Asia broke laws — Rosan

Political commentator Cindy Rosan has argued that it is unfair for the Financial Services Commission (FSC) to uphold stringent standards for local companies while allegedly allowing the Bank of Asia to operate below legal requirements.

Amid ongoing efforts to get answers about some $5 million in public funds deposited in the embattled bank, various authorities have revealed that the Bank of Asia failed to routinely submit statements and other documents to the FSC, as required by law.

Rosan said this is particularly troubling, especially since she is aware of local business owners who face pressure from the FSC when they fail to meet compliance deadlines.

“I’ve had a couple [of] clients and I know of businesses — specifically businesses owned by locals — that were given a heavy hand by the FSC when making sure that their compliance is in place so their companies can continue. To think they’ve had to deal with this as local company holders and you have an entire bank that has been given pass after pass. Corruption is involved,” Rosan stated.

She added that it is unfortunate the territory is now grappling with the Bank of Asia matter in the wake of the damning Commission of Inquiry report and the Andrew Fahie drug conviction, both of which exposed serious governance failures.

“To me, it means we really don’t care about the BVI. I’m really talking about those greedy monsters that we entrust to do the people’s business and we expect their transparency — which is something they’ve run on in the last few years,” Rosan added.

Opposition Leader Myron Walwyn has formally written to Governor Daniel Pruce, calling for an investigation into the Bank of Asia matter. However, there has been no indication to date that the Governor’s Office plans to launch a formal probe.

Premier Dr Natalio Wheatley, in the meantime, has sanctioned an internal audit of the matter.

    In actually the Bank of Asia was created to allegedly launder massive drug proceeds. We were SUPPOSE to be a narco island by now but you all messed that up with jealousy. The Bank wasn’t created to grant loans etc. just allegedly deal with the proceeds of trafficking.

I guess we will never know because the queen of journalism never reports of anything negative with respect to the GQ Minister. If she likes you, you get a pass. These people love themselves and drama, they do not love the BVI. I look forward to seeing the 3 part in-depth story on why in 2025 people cannot get running water for weeks and yet nobody says or does anything. Maybe we will get the story once there is a way to blame the Premier and Lorna for it.

Kye Rymer’s portfolio — whether it’s the deplorable state of our roads or the chronic water shortages — the Editor-in-Chief at Guavaberry Media either goes silent or quickly shifts the spotlight elsewhere. It’s not journalism; it’s interference. Strategic, intentional interference.

      When the water doesn’t run for days or weeks, when families have to fill buckets from cisterns like it’s 1965, where is she? Nowhere to be found. But let the Premier breathe wrong and suddenly it’s a 3-part series with diagrams and anonymous sources. It’s blatant. Her silence on Kye’s repeated failures is the loudest endorsement of ineptitude we’ve seen — and it insults every Virgin Islander who’s living through the consequences.

      This isn’t love for country. It’s a media playbook built around protection and deflection, and the people are left to suffer while she shields her favourites from the scrutiny they’ve earned. We deserve a press that tells the truth — not one that picks and chooses based on personal alliances.

    If protecting your brand and credibility matters to you, now is the time to draw a line. Don’t get caught in a cycle that undermines trust, spreads confusion, and drags everyone else into her personal agenda.

Them quick to call her crazy when she say anything like she just pull something out of thin air to try and discredit her then you got to find out later on what she saying was 95% correct.     It’s honestly embarrassing—she still doesn’t grasp that in the UK, clients update their own registers and lie regularly, while here in the BVI, it’s regulated agents who manage that process with oversight. And yes, we do have a UBO Register—access is simply restricted. That’s not secrecy, it’s privacy, and it’s rooted in our legal system and respect for rights.

    What’s truly alarming, though, is the growing crowd quietly pushing and propping her up. They know her theories are half baked, details half true or sometimes flat out wrong, but they support her because she serves a narrative that benefits them. That’s dangerous. These aren’t just uninformed folks either—they’re people in influential spaces who are actively trying to reshape the BVI in someone else’s image.

      No, the FIA has sweeping powers and targeting numbers of clean small businesses and charities with very heavy hand. Some have spent up to $100000 in compliance. Yet they fail to go after the cash industries, car rentals, shops, religious enterprises that probably do launder money and could lead to a conviction

    Having worked with the FSC for years, I do NOT believe that it can be accused of corruption. The institution has managed the financial affairs of the BVI very well for years, balancing the demands of the international community while producing huge income for the territory. As a very small and powerless IFC, the BVI consistently punches above its weight, in no small part because of the skills of the FSC.

    The FSC does its work largely quietly, so we do not really know what it was saying to the Bank of Asia, though it was clear to many that the bank had huge financial and practical operational difficulties. But to accuse the FSC of corruption is just ridiculous.

      FSC is not small, has sweeping powers and licenced the bank owned by a single High Profile indivdual/friend of minister. The bank should have been suspended as soon as audited accounts were not filed and investigated as high risk when the cases started going through our commercial court from 2019. 5 years of incompetence.
