Local officers lag behind expats in training and ambition
Acting Commissioner of Police Jacqueline Vanterpool has raised concerns about the lack of ambition and preparation among some local officers in the Royal Virgin Islands Police Force (RVIPF), stating that expatriates are outpacing them in training and leadership readiness.
Vanterpool acknowledged during a recent radio interview that many of the expatriate officers were advancing more rapidly within the ranks due to their proactive approach.
“Within the force presently, you find that a number of our expatriates are preparing themselves academically to take up leadership roles within the organisation,” Vanterpool stated. “For locals, I don’t know if it’s because of that entitlement, because I’m a local, it somehow seems to linger.”
She noted that some promising local officers have already left the force. “Some of them who I know would have taken the charge have already left the organisation,” Vanterpool stated.
“The younger ones… we’re trying now to give them as much training to bring them up the ranks,” she said. “But you still find the expatriates are still taking the lead within the organisation.”
Despite the challenge, Vanterpool said she is committed to grooming local talent. “I do have some locals under my remit that I’m grooming. Three of them presently, and then another two younger ones that I’m grooming as well,” she said.
Despite the fact that those identified for leadership roles numbered just a handful, Vanterpool said she was pleased that they are “showing progress.”
Addressing the issue of expatriates taking the initiative towards advancement in the force, Vanterpool added, “At the end of the day, I can’t blame them because they’re preparing themselves academically. They set goals just like me.”
The acting commissioner also addressed broader leadership and development issues in the RVIPF. “I utilise those persons who had strong, committed, strategic thinking on their feet, operationally and strategically,” she said, explaining her approach to placing officers in roles where they can succeed.
Her comments come as the police force works to rebuild public trust and strengthen internal operations. Vanterpool, who has applied for the permanent Commissioner role, described her vision for the force as “transformational”, focused on training, leadership, and equipping officers for modern policing.

They from here. They expect it all to be given to them.
Even so they should be able to spot excess tint when they see it or a scooter doing a wheelie between traffic or running a red light.
Then help can be given to them for training for those with ambition. All officers should have the same opportunities.
Those that don’t want to advance through training and ambition could surely still succeed on the much needed tint removal enforcement and dangerous scooter riders.
The Acting Commissioner has been very honest in her view and I applaud her positive action in supporting local talent, as ensuring a diverse leadership team adds significant strength to any organisation.
However, I would warn against selecting staff at any rank, including the Commissioner role, based on their heritage; policing is far too important for us all to select on place of birth, rather than policing skills and knowledge…. Policing Service Board and those who blindly advocate selecting locals above all others should take note; you reap what you sow!!

but if its mostly expats and they’ve been in the news for corruption then that means its the same expats
something needs to be done to get the locals motivated to take bigger roles and increase the local amount of officers. start from the schools and youth programs. and ofc shun criminality at every chance

That is not what is being said in the article.
The article only says the acting CoP said that expat police are more motivated, better trained and have more qualifications than locals.
It does not say that the expats make up the majority of the BVI police force.

Something like 40 to 1 is how they make up the numbers. 40 expats to 1 local,. The force is almost 499 stribg abd tiy wukk be lucky if you find 20 locals. Something is definitely wrong with that picture. Four hundred strong and I don’t see them anywhere. The Vincys and Jamaicans are there in droves but they hide out at the Station. Acting Commissioner, can we have more stop and searches, please. You have enough officers to hit east, west, north and south all at the same time. Up Joes Hill, Great Mountain, East And West ont he flat and the hill. Clean up these guns. You are doing a good job. Step it up.
I guess in most ministries or departments it’s the born here entitlement for me. There are some leaders who also subscribe to that. Therefore they promote friends, families and favourites whether they are competent/qualified or not. Same old same old. We live in this couple of square miles and our mentality seems equally small.

If there is one female officer that has worked hard, honestly and dedicatedly to that organization, it is ACOPO, Ms, J.E. Vanterpool.
She is fully qualified, experienced, knows the requisite and local land scape fully, as would compared to a UK position filler.
The powers in control should know and see this and not deny the respectful lady her EARNED RIGHT to ascent to the permanent postion of PCOPO

Traditionally this has been an organization of non-belongers. Now that a more ambitious group of persons are interested in the profession of course there will be objections and harassment. Just ask persons like Ms. Barronville. Foreigners will do anything for control.
I applaud you Ms. Commish for highlighting the disparities. I suggest that we interview & give voice to ALL former local officers in an attempt to narrow and highlight hggfffff

I from here I know some good people from the island, but this is when you get call a island man when you want to take over and think u better than the people from here, as I know a lot came here to do crime and try to go to the Us, when u get out of hand u get call a island man, who said it out of style . From the time sowandie started talking like this due to hints from the UK about installing a UK police to head the BVI even the acting commissioner is saying the same.
is who they chose to hire!!!! You all undermined any local police recruitment. And yet continue to blame local officers for increased crime.
To those from here that is clear. People complain about Philippines taking job but the police you hire are all not from here and they all act big but are not all clean. Get serious about hiring locals and stop filling the police with money seekers looking positions and power hungry people from away who view the community as their prey. As has been done for the past 30 years.

That’s because the few of us that were there and left have recognised how most of you thrive is through lies, rumors, and messy tactics in there. The environment is and always has been both hostile and toxic. I’m sure if there is a change, it is progressively more of the same.

I wonder who she training, when the same set of people getting the training and overlooking the locals. They don’t have ambition but lots of the same ones who are in power worked under lots of the locals they keeping down, but still they are not good enough to be given a chance to prove themselves. They all use the locals to do their foot work but when come for them to prove themselves they over look them for their friends who stabbing them in the back. It’s a dog eat world. If you stand up for your rights your are rude.

Some of these Police Officers don’t even know how to spell. Look at some of the Police Traffic Accident Reports, names of streets/villages are wrong, names of the owners are wrong, names of insurance companies are wrong. Even the scenario and the accident investigation have grammatical errors.
It’s really sad to see it signed off by a Chief Inspector as well.
