Locals trapped abroad must fill out registration form for ‘controlled re-entry’

Nationals and other permanent residents still trapped abroad will be required to fill out a registration form to gain re-entry when the BVI’s borders reopen to locals starting June 2.

This requirement is part of the government’s Restricted Border Reopening Plan which outlines the protocol for “controlled re-entry of nationals and permanent residents” during the COVID-19 pandemic.

Premier and minister responsible for ports, Andrew Fahie said in a public statement on Thursday that the registration form will go live on the government’s website on May 25.

“Cabinet decided that from June 2 up to June 15, 2020, the first priority will be given to the re-entry of nationals, belongers, holders of permanent residence and naturalised citizens, who upon registration and certification by the Environmental Health Division, are deemed to have approved private quarantinable accommodation for occupancy for at least a 14-day-period,” Fahie stated.

Priority will also be granted to persons who left the territory to seek medical attention, the Premier stated.

Starting June 15, 2020, consideration would then be given to the re-entry of other persons “with approved registration and certification with respect to available government quarantine spaces”.

Conditions for entry

In the meantime, Health Minster Carvin Malone said given the ‘unrelenting nature of this pandemic,’ the border reopening process requires that the territory consistently implement a comprehensive range of measures to detect, contain, mitigate and manage the disease.

“In simple terms, this means that every person coming into the territory will be subject to pre-arrival screening, health screening on arrival, ongoing monitoring during a 14-day mandatory quarantine period, and testing to confirm their COVID-19 status,” he explained.

He said the accommodations of persons allowed quarantine at home must first be inspected and approved by the Environmental Health Division.

Those who will be approved for quarantine in a non-governmental facility, they will be required to adhere to the established quarantine guidelines and the individual or family being quarantined must be housed separately from other persons.

Visitors will be prohibited to the private dwelling homes or quarantine location.

“Instructions will be provided for individuals to self-monitor their health for the next 14 days and immediately report to their Surveillance officer if they develop symptoms suggestive of COVID-19. This will be followed up with many calls from the health surveillance teams,” Malone explained.

“Each individual will be tested on day 14 and will be discharged from quarantine provided they have not come into contact with a COVID-19 case and laboratory test results are negative. Once cleared, the individual will be provided with the Quarantine Release Certificate and if necessary a Return to Work form,” he added.

    The VIP ministers family and friends will top the list, any bets? One of their top advisors does fly in from st.kitts via private plane all the time without being quarantined.

      No bets. That’s a sucker wager. You are 100% correct. The entire world is opening up. Hotels, restaurants, airlines but the BVI remains sealed. All of your tourism is from the US. Whether it originates there or they travel through there it ALL comes from the US. Either open up or let the economy die. Not too hard to figure out.

      Amazing how we tout how patriotic we are but when in times of crisis every man for himself. You expect the people to stay out til thy kingdom come?

      This is a more reasonable approach. Very belated I might add. Please those returning be responsible and adhere to the quarantining requirements. I hope that the Quarantine monitor systems are in place and the persons who infringe are fined to the fullest extent of the law! People please report them if you see them. Government should release names so if we see them we report them.

    Anyone returning will be medically screened and tested on arrival. Then quarantine for 14 days and retested and screened after those 14 days. Is this right? if this is not the protocol we will be opening up ourselves to the virus.

      Well that should be the plan but you know how things go here. A lot of them will go into “voluntary isolation”. Whoever these people will be free to move around and have visitors because there will not be any protocols in place to monitor them.

    As a BVIslander this virus has thought me many things. For one, how ignorant we are as a people, how selfish we are, how faithless we are even with all our religious beliefs, and most of all how fearful we are. Fear is our greatest enemy and it’s sad to see who fearful we are as a people. Put faith in God above fear.
