Maynards received excess funds under COVID Grant programme

The recently released House of Assembly (HOA) COVID-19 Assistance Grants Audit Report shows that incarcerated mother-son duo, Oleanvine and Kadeem Maynard, were among those who received excess funds under the COVID-19 Assistance Grants Programme some three years ago.

Oleanvine, who is the former Managing Director of the BVI Ports Authority and her son Kadeem have been jailed in the US for more than a year on cocaine-related charges which former Premier Andrew Fahie is also facing.

The new report released by Auditor General Sonia Webster shows that although the COVID-19 personal grants had a $5,000 threshold, Oleanvine was one of 17 persons who received more than that amount.

She received $8,000 for home repairs.

The report also shows that her grant was approved by her friend and former Premier Andrew Fahie, even though the guidelines stipulated that excess funds should be approved by the financial secretary.

“The applications and related documents did not bear any form of approval from the Financial Secretary. The Clerk advised she could not recall forwarding the information to the Financial Secretary for approval,” the report said about grants approved by former Premier Fahie.

As for Kadeem, the report shows that he received a total of $17,726 under two separate COVID stimulus programmes.

He received $5,000 under the House of Assembly grants programme and $12,726 under the Small Business Grants programme.

It is still not clear whether Maynard operated a business in the BVI before he was incarcerated. The funds he received under two separate programmes were also given in contravention of the guidelines that were supposed to govern the stimulus packages.

But the Auditor General found that elected leaders didn’t take the relevant steps to prevent duplication of requests. Since the release of the report, many residents have been commenting that they knew the COVID stimulus funds were mismanaged. Many have been stating that much of the allocated funds did not go to those most in need.

The Auditor General has recommended that going forward, “the management of all assistance grants should remain within the remit of the Social Development Department”.

    I do not see an issue here as this is grasping at straws. One thing has nothing to do with the next. They are tax payers and had legitimate needs. The former Premier did nothing wrong here.

    They could have used that money to feed all the kids in BVI. During the lockdown a family of 4 received the same amount of groceries as a single person. And yes they could have assisted with the rent for a month or two to persons who have school age kids. Instead of giving it away to people who are already wealthy.
